The Veterans Affairs Central California Health Care System (VACCHCS) is a Level 1c facility and ranks among a complex system in the VA serving the VA Sierra Pacific Network (VISN 21).
Duties
This position serves as the principal clerical and administrative support position in the immediate organizational unit in or for which the persons assisted have responsibility, by carrying out and coordinating all the clerical and day-to-day administrative support activities which are typically required to accomplish the work of the organization. The nature and variety of the activities depend on the needs of the organization served. The duties require knowledge of clerical and administrative procedures and requirements, various office skills, and the ability to apply such skills in a way that increases the effectiveness of others.
Performs program support work, such as program or office planning, correspondence control, serving as a liaison between administrative services and the Assistant Director or the Health Systems Specialist that supports the Assistant Director.
Works with Service Leadership, Chief of Staff's Secretary, Director's Secretary, Associate Directors Secretary and Executive Leadership Office Administrative Assistants in providing necessary information to the Assistant Director and the Health Systems Specialist to the Assistant Director, to ensure maximum effectiveness of these offices.
Keeps the Assistant Director and the Health Systems Specialist apprised of all meetings, providing a daily personal calendar and requisite meeting materials.
Gathers materials for use in reports, presentations, and speeches. This includes maintaining a file of visual aids for use in the presentations and making the arrangements for the presentations.
Develops spreadsheets, graphs, and computer presentations to assist in displaying information.
Compiles reports, plans, and studies for publication to a broad audience.
Makes necessary arrangements for routine and professional staff meetings, which may include coordinating agendas, background information, hotel and travel arrangements, luncheons, speakers, correspondence, and transportation.
Ensures maintenance of timecards and personnel records for assigned staff, as well as necessary performance records and competency folders for those under the supervision of the Assistant Director and the Systems Specialist.
Requires incumbent to know several general programs used in business such as Microsoft Word, Excel, PowerPoint and
SharePoint.
The incumbent will serve as a back-up timekeeper for the Secretary to the Director and the Secretary to the Chief of Staff, Secretary to the Associate Director and Secretary to the Director.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/29/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. For a GS-08 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Specialized Experience GS-7: You must have one year of specialized experience equivalent to at least the next lower grade GS-6 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: maintenance of appointments and calendars, experience using computer software programs to include word processing, spreadsheet, and presentation software to develop reports; prepare agendas and meeting minutes.
Specialized Experience GS-8: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: maintenance of appointments and calendars, experience using computer software programs to include word processing, spreadsheet, and presentation software to develop reports; arrange conferences, meetings, and travel arrangements for the executives; maintain files including directives, policies and accreditation standards.

Physical Requirements: The work is primarily sedentary and is usually accomplished while the incumbent is comfortably
seated at a desk or table. Some physical demands such as standing, walking, bending, and lifting
(up to 40 pounds) is required. Physical exertions including stretching, reaching, and pulling or
pushing carts occurs when assisting with inventories or activities involving retrieving items from
shelves and cabinets.
