THIS ANNOUNCEMENT IS RESTRICTED TO CTAP, ICTAP and VEOA APPLICANTS The incumbent is the principal staff specialist with extensive expertise in several functional areas within the Lands and Realty Program. This position is assigned to the Bureau of Land Management (BLM), Oregon/Washington State Office (OR/WA), Division of Resources, Lands & Minerals, and located in the Branch of Lands & Mineral Resources.

Duties

As the Realty Specialist (CTAP/ICTAP) in this position, you will: provide statewide policy direction, technical guidance, assistance, training and program advice on priorities, quality control and case completion for management and staff at the Field, State, and Headquarters' level. lead the activities of statewide interdisciplinary teams assigned to major reality projects, which entails overseeing and coordinating project management activities and providing oversight of the work performed to ensure completion of projects in a timely manner. The work requires knowledge of real estate laws, principles, practices, and markets. serve as a recognized professional and technical expert for the state and region in all Lands and Realty programs, Land Use Application and Permits (2920 authorizations), Recreation and Public Purpose (R&PP), sales, exchanges, acquisitions, withdrawals, Revised Statue 2477 (RS-2477) Rights-of-Way, color of title applications, and all other land actions. provide direction on issues having a critical priority in the programs of responsibility. provide technical program guidance and assistance to field office specialists and managers on key programs, including legal interpretation, policy development and implementation, and work accomplishments and reporting. facilitate the processing and maintenance of large scale, complex and/or long-term lands and reality projects from the pre-application stage through construction, monitoring and rehabilitation. serves as a primary point of contact for assigned major lands and reality actions, and has ultimate responsibility for ensuring project oversight, technical adequacy, stakeholder involvement, and coordination with affected agencies and the public.

Qualifications

In order to qualify, you must meet the specialized experience requirement described below. Your resume must clearly describe your relevant experience. Specialized Experience: Applicants must have at least One year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) resolving and/or evaluating issues which relate to lands and realty programs; (2) managing public land activities requiring close coordination between federal agencies, state and local governments, and/or public land user groups; (3) interpreting laws, regulations, and procedures concerning land cases; and (4) interpreting National Environmental Policy Act (NEPA) laws for land and resource management programs. Status merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 is required to meet the time-in-grade requirements for the GS-12 level. You must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted.
