Duties

If selected for this position, you will join a well-respected team in the Asset Recovery Division. The Asset Recovery Division pursues affirmative civil enforcement in a variety of fraud matters, seeks forfeiture of proceeds and property involved in all categories of federal criminal conduct and collects debts owed to the United States. Typical work assignments will include: Planning and conducting financial audits of a complex nature to identify suspected violations of Federal Statutes; Examining and analyzing financial data pertaining to the transactions, events, or allegations under investigation; Developing financial profiles of organizations that include history of events or the restructuring of records to assist with investigations; Assisting with witness interviews, proffers, and trial preparations; Compiling documents and physical evidence, creating detailed charts, graphs, summaries, videotapes and other audio-visual materials for use in court proceedings; Preparing reports of findings, including appropriate recommendations and exhibits. Responsibilities will increase and assignments will become more complex as your training and experience progress.

Qualifications

In order to be considered for this position, you must meet ONE of basic requirements described below in A AND the minimum qualifications described below in B. A. Basic Qualification Requirements: 1. A Bachelor's or higher degree in accounting; OR 2. A Bachelor's or higher degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") OR Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: 1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; 2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; OR 3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. All applicants must include a copy of transcripts to verify education. B. Minimum Qualifications GS-12: To be eligible at the GS-12 level, you must meet have 1 year of specialized experience equivalent to at least next lower grade level. Specialized Experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. Specialized Experience: One full year of specialized experience equivalent to the GS-11 level. Specialized experience is defined as a professional knowledge of the theory, concepts, and practices of accounting and auditing and the skill and ability to apply this knowledge to auditing assignments in support of fraud investigations. Examples of specialized experience include performing the following types of duties: providing direct audit support of fraud investigations and resultant litigation; resolving audit and accounting problems affecting compliance with laws or regulations to Federal, state or local contracts, grants or receipt of Federal, state, or local monies; developing work plans that support fraud investigations; participating in briefings before and after audit with management; gathering and analyzing data, summarizing audit and forensic review results, and preparing audit reports that support fraud investigations, fraud referrals and resulting litigation. GS-13: To be eligible at the GS-13 level, you must meet have 1 year of specialized experience equivalent to at least next lower grade level. Specialized Experience is Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. Specialized Experience: One full year of specialized experience equivalent to the GS-12 level. Specialized experience is defined as Independently, and in coordination with the supervising Attorney, conducts and carries to completion investigations to determine whether there have been violations of Federal Statutes warranting investigation; Conducts audit and financial investigations, typically involving one or more violators; In the absence of records, obtains detailed financial information from other sources, to include bank records and tax information; Reconstructs partial or inadequate records to the extent necessary for the purpose of investigation; Analyzes and directs the analysis of financial data obtained to determine the appropriate cause of action; examines and prepares financial data in an orderly and easily retrievable format. Interagency Career Transition Assistance Plan (ICTAP)-: The ICTAP provides eligible displaced Federal competitive service employees with selection priority over other candidates for competitive service vacancies.
