Incumbent reports to the Health System Specialist for Surgical Services. Incumbent provides advisory services and input into the most complex, difficult, or unusual cases related to scheduling and all Veteran interactions, including real time appropriate application of Surgical and OR related scheduling needs.

Duties

The incumbent incurs a significant level of responsibility to participate in identifying and resolving the full range of complex scheduling problems, which corresponds to a multitude of services, clinics, treatments, and tests available across the breadth of the TVHS Surgical Services.In conjunction with the Chief, Assistant Chief Surgical Services and Health System Specialist, the incumbent is responsible for various assignments of a broad and comprehensive nature, designed to aid the Director in directing and evaluating the effectiveness of all interactions and business operations that relate to the Veteran experience with Surgical Services within TVHS. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/09/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For the GS-7 position you must have served 52 weeks at the GS-5 level. For the GS-9 position you must have served 52 weeks at the GS-7 level. The grade may have been in any occupation, but must have been held in the Federal service. Submit SF-50(s) that clearly show your time-in-grade eligibility with your application materials. If you have not held a GS grade at any time in the past 52 weeks, are a Wage Grade employee, or are eligible for a non-competitive appointment such as VRA or Schedule A, this requirement does not apply to you. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization. For the GS-07: Applicants must have one year of specialized experience equivalent to at least the next lower grade, GS-05. Examples of specialized experience include but are not limited to: Specialized experience includes, but are not limited to: Scheduling Directive to manage, control, secure, coordinate, and implement computer activities; Extracting data from existing sources and identifying other resources which will prove useful for medical center scheduling operations; Working knowledge of computer programs in presentations, databases management, and word processing for proper formatting and application in preparation of formal correspondence in response to inquiries, reports, and audits. OR, Education - One (1) full year of graduate level education OR superior academic achievement (TRANSCRIPTS REQUIRED). An academic year of graduate education is the number of credit hours that the school attended has determined to represent 1 academic year of full-time study. This determination is made based on normal course loads for a full year of study in the graduate program. If that information cannot be obtained from the school, 18 semester hours or 27 quarter hours should be considered as satisfying the 1 year of full-time study requirement. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. For the GS-9: Applicants must have one year of specialized experience equivalent to at least the next lower grade, GS-07. Examples of specialized experience include but are not limited to: Supervising others with planning, assigning, scheduling, and evaluating work; give advice, counsel, and instructions to subordinates; make hiring, termination, award, and promotion recommendations; determine and schedule training; and exercise significant responsibilities in dealing with officials of other units or organizations or relaying information to management officials of high rank; Working knowledge of pertinent laws, regulations, policies, and guidelines, and procedures in the field of patient administration, inpatient, and outpatient, medical records, and related field of medical administration; comprehensive scheduling knowledge of interrelationships between scheduling requirements and other medical care services to evaluate and change or adapt to new local procedures to meet regulatory requirements and health care practices in compliance with directives, laws, and policies; Working knowledge of medical center computer applications, Scheduling Directive to manage, control, secure, coordinate, and implement computer activities; Extracting data from existing sources and identifying other resources which will prove useful for medical center scheduling operations; Working knowledge of computer programs in presentations, databases management, and word processing for proper formatting and application in preparation of formal correspondence in response to inquiries, reports, and audits. OR, Education - Successful completion of a master's or equivalent graduate degree or two full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., related to this position. (TRANSCRIPTS REQUIRED). OR, Combining Education and Experience - Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements. Only graduate education in excess of 1 year of graduate level education may be used to qualify (TRANSCRIPTS REQUIRED). You will be rated on the following Competencies for this position: Attention to detail Customer Service Data Management Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The employee may spend a considerable amount of time sitting at a computer terminal in the performance of regular duties. Incumbent must be able to sit, stand, walk, bend, and carry light items. There is frequent walking to various places within the Medical Center.
