THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a FACILITY OPERATIONS SPECIALIST (TITLE 5), Position Description Number 04087 and is part of the FL HQ 101 AOG, National Guard.

Duties

As a Facility Operations Specialist, GS-1640-12, you will serve a dual-role as both the Facility Operations Flight Chief (SCF) for the 101st Air Communications Squadron (101 ACOMS) and 601st Air Operations Center (601 AOC) Facility Manager in support of the 601st Air Operations Center, the 101st Air & Space Operations Group (101 AOG), and the 101 ACOMS. This position is responsible for all aspects of facility management operations-ranging from financial/resource/equipment accountability programs, support personnel, service contracts, space utilization, information resources, emergency management, safety, and preventative maintenance of assigned buildings and ground within the 601 AOC Compound, a geographically-separated unit (GSU) located on Tyndall Air Force, Florida, and organizationally-aligned under the 125th Fighter Wing (125 FW) in Jacksonville, Florida. You will also coordinate, assemble, and review facilities requirements for all 601 AOC buildings, grounds, and other sites, with security and ensured operational continuity of assigned 24-7-365 national-level Homeland Defense (HLD) and Defense Support of Civil Authorities (DSCA) mission on behalf of the North American Aerospace Defense Command (NORAD) and US Northern Command (USNORTHCOM). Selects and applies appropriate standards and maintenance procedures for all aspects of facility management-both real and non-real property activities. Plans, estimates, and justifies job orders for repair, alterations, equipment installation, and construction of facilities considering prioritization for those which are considered of urgent or high value. Manages preventive maintenance, repair, and construction work to sustain safe and reliable operations of buildings, equipment, and utilities consistent with Department of Defense and Air Force standards to ensure no disruption of 601 AOC/101 AOG/101 ACOMS critical operational mission-related services. Reads, analyzes, and interprets both paper and computer-based electronic engineering drawings/schematic diagrams; evaluates deficiencies for 601 AOC facilities use and modifies practices and procedures to meet specialized needs.

Qualifications

AREA OF CONSIDERATION: This position is in the Excepted Service "under the authority of Title 5, P.L. 114-328, Sections 932 and 1084 (FY17 NDAA)", and is open to current on-board (Tenure 1, 2 and 3) US Federal employees interested in helping the Department of the Air Force meet our mission requirements as a Facility Operations Specialist. PCS: Permanent Change of Station (PCS) costs, Recruitment or Relocation Incentive MAY be authorized. Authorization for payment of PCS expenses, Recruitment or Relocation Incentive will be granted ONLY after determination is made that payment is in the best interest of the Florida National Guard. FLNG BUS Code 8888: This position is "excluded" and ineligible for labor organization representation. GENERAL EXPERIENCE: Must have experience, education, or training which has provided the applicant with a knowledge of equipment maintenance work, or skill in reading engineering drawings and specifications, using test instruments, making computations, and keeping records; experience using computer and automation systems. SPECIALIZED EXPERIENCE:GS12. Must have at least 1-year equivalent to at least next lower grade level experience, education or training which demonstrates the knowledge of, and skill in applying, a comprehensive range of principles, concepts, and practices concerning equipment, facility, or service operations with complicated technical requirements that have no clear precedent or plan; experience overseeing and implementing a program involving the identification and resolution of difficult issues or problems; experience preparing budgets based on plans for maintenance, repair work, new construction alteration projects, replacement of existing equipment, or increase in services and processes to ensure program effectiveness; experience in managing the function of the work to be performed; experience which includes leading, directing and assigning work of personnel.
