Duties

Integrated Resources Program Manager: - Identifies research needs, prepares requests for proposals or statements of work, and provides oversight for research projects. Prepare requests and responds to work orders for repairs and services. - Designs, develops, test, and implements scientific monitoring protocols to identify, evaluate, and conduct long-term monitoring of park resources. - Serves as a compliance expert for the National Historic Preservation Act (NHPA), National Environmental Policy Act (NEPA), and other related laws, policies, and regulations. - Develops and conducts complex, scientifically credible preservation, mitigation, stabilization, and restoration projects needed to restore and/or maintain natural and cultural resources integrity. - Serves as the collateral duty museum collections manager for the monument with responsibility for the long-term preservation and storage of all museum collections from a variety of disciplines. AREA INFORMATION: Palo Alto Battlefield National Historical Park is located in Brownsville, Texas, a city of over 100,000 people. Brownsville has all modern facilities. Housing is moderately priced and plentiful. However, rental property is limited, especially during the winter season. Located about 20 miles from the Gulf of Mexico and South Padre Island, Brownsville has a maritime weather pattern. Rain fall averages about 17" a year. Summer temperatures are hot and humid while winter temperatures are usually moderate, although infrequent, freezes do occur. Brownsville possesses a bi-cultural environment with the majority of the inhabitants speaking both English and Spanish. There is no government housing. Matamoros, Mexico, is adjacent to Brownsville. Qualifications

All qualifications must be met by the closing date of this announcement-10/03/2023-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. Basic Education Requirement for Historian GS-0170: Degree: history; or related field that included at least 18 semester hours in history. -OR- Combination of education and experience: courses equivalent to a major in history, or a major in a related field that included at least 18 semester hours in history, as shown in A above, plus appropriate experience or additional education. Basic Education Requirement for Cultural Anthropology GS-0190: Degree: appropriate field of anthropology. -OR- Combination of education and experience: courses equivalent to a major, or a combination of courses totaling at least 24 semester hours in an appropriate field of anthropology, or related course work, plus appropriate experience or additional education. -OR- Experience: four years of appropriate experience in anthropology performing research, museum work, or similar professional-level work. Basic Education Requirements for Archeologist GS-0193: A degree: that included 3 semester hours each in the following course areas: (1) History of archeology, (2) Archeology of a major geographical area such as North America or Africa, (3) Regional archeology, archeological cultures, or sites in a specific part or portion of a major geographical area to acquire or develop a foundation for regional specialization for professional development, (4) Theory and methods of archeology. Methods include, but are not limited to, typology, classification, sampling, cultural evolution, diffusion, dating, and analytical techniques, (5) Archeological field school, to provide a basic understanding of theoretical and practical approaches to research design implementation, field preservation techniques, and report preparation by participation in actual field work. AND six semester hours of related course work in: (1) geography, geology, or cultural geography; (2) history, historiography, or historical archeology; (3) environmental studies; (4) scientific writing (nonfiction English composition); and/or (5) surveying; AND Archeological field school. -OR- A degree in anthropology (with emphasis on ethnology, physical anthropology, or scientific linguistics), history, American studies, or a related discipline may be accepted as satisfying in full the educational requirements, provided the curriculum supplied academic course work sufficiently similar to the requirements in above, including archeological field school. -OR- Have college-level education or training that provided knowledge equivalent to that described above, plus appropriate technical experience or additional education. -OR- Four years of archeological work experience that demonstrated a thorough knowledge of the fundamental principles and theories of professional archeology. The work experience must have included archeology field experience, which may include that gained in an archeological field school. Field experience should have included a combination of professional experience in archeological survey, excavation, laboratory analysis, and preparation of written materials. Applicants with such field experience should, after additional experience under the direction of a higher-grade archeologist, be able to demonstrate the ability to be a crew chief, directing the work of others at a single location as a part of a larger archeological project. In addition, to qualify for this position, you must possess at least one or all of the following minimum qualifications by close of the announcement: SPECIALIZED EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-9 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: Knowledge of, and skill in applying a wide range of concepts, principles, practices, and methodology of the field, as well as agency regulations, policies, and procedures. The incumbent performs complex tests and procedures that require highly specialized methods or techniques. The incumbent is expected to prepare and present scientific and technical reports. You must include hours per week worked. -OR- EDUCATION: Successful completion of at least three years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree in history, cultural anthropology, or archeology. You must include transcripts. -OR- Successful completion of a combination of education and experience as described above. For example, I have six months of specialized experience (50% of the experience requirement), and 45 semester hours or 68 quarter hours of directly-related graduate level education in an accredited educational institution (50% of the qualifying education). Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
