This position is located on within the local offices in Mississippi. The incumbent maintains partnerships, leverages additional sources of assistance, and performs marketing outreach work as required for the success of the program. Vacancies will only be filled by current USDA Rural Development federal employees within the state of Mississippi One applicant will be selected to fill one vacancy at each of the locations listed. Duties

Administers a diverse array of single-family housing programs designed to make safe, affordable homes available to underserved communities and rural populations throughout an assigned, typically large geographic area. Reviews loan applications for completeness and conformance with all RD requirements. Foster mutually beneficial arrangements with such groups to maximize SFH program saturation, enhance community cohesiveness, and improve economic conditions in the area assigned. Analyze financial and credit data documents to make sound eligibility, feasibility, and creditworthiness determinations on program applications.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time in grade: Applicants must possess one year at the GS-09 grade level for consideration for the GS-11 grade level. For the GS-11 level: Applicants must have one (1) year of specialized experience equivalent to at least the GS-09; or its non-Federal equivalent that demonstrates: Evaluating financial situations, credit risk factors and researching and applying various laws, rules, and regulations pertaining to credit Reviewing and evaluating loan and/or grant applications to determine eligibility and the approval/disapproval of housing loan applications Providing loan closing instructions to attorneys and title companies and with legal instruments and documents used in making and servicing housing loans Conduct on-site inspections to determine whether a property is occupied, etc. Evaluate repair proposals and property values for compliance with applicable laws, regulations, directives, etc., and for overall feasibility and soundness of economic factors Ensure required environmental assessments are conducted and meet requirements Reviews for approvals of repair project costs OR Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related; OR a combination of education and experience are qualifying for this grade level. Undergraduate and Graduate Education: Major study -- finance, business administration, economics, accounting, insurance, engineering, mathematics, banking and credit, law, real estate operations, statistics, or other fields related to the position, such as agriculture, agricultural economics, farm, livestock or ranch management, or rural sociology. Combining Education and Experience: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements. Determine your qualifying experience as a percentage of the experience required. Determine your education as a percentage of the education required. Add the two percentages. The total percentage must equal at least 100 percent. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grade GS-11.
