This position supports the Designated Education Officer responsibilities for establishing, maintaining, and evaluating the quality of Health Professions Education programs and the quality of care delivered by health professions trainees (HPT) at the VA medical facility. The position has the primary responsibilities for the planning, developing, implementing, directing, evaluating, and coordinating the overall HPE programs for the assigned VA medical facility to accomplish VHA's academic mission.

Duties

Duties: Identifies and resolves complex resource, regulatory, and program issues with academic affiliates, affiliate federal partners, facility and VISN staff, and OAA. The position develops policies and procedures for use by staff to prepare allocation plans and compliance and resource reporting. Exercises responsibility for long-range planning, development, implementation, coordination, and evaluation of initiative-driven programs. Program responsibilities include development and ongoing review of scope and schedules, guidelines, requirements, and deliverables; and active, independent problem solving, requirement refinement, corrective action, and plan modification. Provides oversight and coordination for administrative efforts to identify, evaluate, and mitigate risk of injury to HPTs, patients, staff, and visitors in collaboration with facility Occupational Health and Patient Safety. Assists with management of HPE supervision risk events and tort claims; facilitates and consults on remediation and grievance processes. Provides administrative and management oversight for a full spectrum of paid and WOC clinical HPTs and others associated with a complex health care system, which includes employees, executive facility management, academic affiliates, and HPTs. Develops, reviews and revises, as needed, medical facility standard operating procedures, policies to ensure compliance with VA and OAA policies (1400 series directives). Provides overall budget oversight and SME to the DEO and HPE Office staff. May have authority for second level fund control point approver in VHA finance systems (VistA, IPPS). Secures OAA funding through proper and accurate reporting of HPE programs and data. Ensures local utilization and/or return of unused funds via the OAA quarterly needs and excess report. Facilitates the work for disbursement agreements, OAA special purpose funding, VA paid HPTs, educational costs, and housing contracts, OAA financial reporting or audits, and other local budgeting requirements. Briefs the DEO on all aspects of program requirements and implementation progress; provides guidance for interim, phase, milestone, and final project reviews; identifies program documentation requirements and procedures; and supports staff with process improvement and innovative changes. Develops administrative and strategic operational initiatives to accomplish OAA requirements, identify problems, analyze data, and recommend solutions based on specific knowledge of the organization's objectives and/or priorities. Conducts analytical studies on operational processes, issue topics, or related special projects. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/25/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Individual Occupational Requirements:Applicants who meet the Individual Occupational Requirements described below are fully qualified for the specified entry grade and must also meet the specialized experience requirements. Undergraduate and Graduate Education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems. Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. OR Special Provision for In-service Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements. Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. You must also qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Extensive understanding of the unique characteristics of the healthcare delivery system, missions, organizations, programs, and requirements of a healthcare delivery system, intra- and interdepartmental relationships, and agency operations and programs sufficient to interact effectively with healthcare facilities, regulatory bodies, accrediting agencies, and affiliates to seek out and secure detailed technical information for task accomplishment. Expertise in oral and written communication to prepare detailed technical information in a clear, logical, and concise manner. Skill in using information management and analysis software, including spreadsheets, as well as graphic, presentation, and flowcharting software. Understand of data related to educational affiliations, clinical training programs, policy, planning and operations. Use of qualitative and quantitative techniques such as the development of surveys and studies, gathering, organizing, and presenting data in meaningful ways, research of scholarly articles, and policy, etc. Comprehensive understanding of Federal Public Law, regulations and rules, VA and VHA policy and standards and procedures regarding the administration of VHA's academic programs. Physical Requirements: The work is primarily sedentary; although, some slight physical effort is required. Work may be performed in a clinical setting to observe program operations and trainee work environments. Some work may require walking and standing in conjunction with travel to and attendance at meetings and conferences away from the worksite. Stamina and concentration to meet crucial deadlines is required. There may be a certain amount of pressure due to time constraints. There is extensive use of computer systems. Occasional travel including site visits to other VHA field sites and academic affiliates is required.
