This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Army Contracting Command provides global contracting support to a diverse customer base in support of the Joint Warfighter.
Duties
Serve as a Contract Specialist within the delegated authority for pre and post award contracting/procurement requirements.
Serve as point of contact for assigned procurements.
Resolve contractual issues encountered in performance work statements or specifications with the customer.
Serve as lead negotiator during multi-disciplined government contract/procurement negotiations.
Guide the full range of contract/procurement management actions required for the execution of assigned acquisition programs.
Monitors progress on contracts through correspondence, reports, vouchers, , on-site investigations, and occasional visits to contractor facilities.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Secret security clearance. If the security clearance is denied or revoked, the individual may be denied or removed from the position, accordingly.
- This position requires submission of a Financial Disclosure Report OGE-450 upon entry and annually thereafter.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Foundational Career Level Certification or Contracting Professional Certification within 36 months of entrance on duty.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Education Requirement for Contract Specialist:
Bachelor's degree (or higher degree) from an accredited educational institution. Transcript must clearly show the degree was awarded/conferred, the date the degree was earned, and the name of the College/University. (Note: You must attach a copy of your transcripts.)
OR
You are exempt from the education requirements above if (A) you are a current DoD employee, in any occupational series, who has served on or before September 30, 2000, as follows: (1) Served as a GS/equivalent-1102 position or contracting officer position with authority to award or administer contracts above the SAT in any Federal agency, OR (2) Served as a military member in a comparable military occupational specialty; OR (B) you are a current member of the armed forces who occupied a position within an occupational specialty similar to the GS-1102 series on or before September 30, 2000.
You must submit unofficial college transcripts with your application. Submission of transcripts is required regardless of whether or not you currently occupy or have in the past occupied a position requiring the same education.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: To qualify based on your experience, your resume must describe at least one year of specialized experience which includes:1) Conducting acquisition planning and contract pre-award functions such as determining method of procurement/contract type and/or documenting the acquisition strategy; 2) Applying contracting policy and regulations to prepare solicitations containing appropriate provisions, clauses, terms and conditions that communicate requirements to industry; OR 3) Evaluating responses to competitive or non-competitive solicitations for price reasonableness and compliance with terms and conditions.

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
