The Phoenix VA Health Care System is recruiting for one (1) Supervisory Medical Supply Technologist (Sterile Processing) - Assistant Chief, in the Sterile Processing Service line. The position is located at the Carl T. Hayden VA Medical Center, under the supervision of the Assistant Chief. The Assistant Chief is responsible for the oversight of the Sterile Processing Service.
Duties
The Supervisory Medical Supply Technician (Sterile Processing) - Assistant Chief oversees all decontamination, sterilization and disposition of critical and semi-critical reusable medical equipment (RME); ensures national sterile processing standards are followed; and supervises employees. The major duties and responsibilities include but are not limited to:
Monitors quality assurance in the cleaning, decontamination, sterilization, reprocessing, and distribution of surgical instruments and technical medical equipment.
Ensures national sterile processing standards are adhered to by staff, in the process of cleaning/decontamination, sterilization, reprocessing, and distribution.
Assigns work with standing instructions on objectives, priorities, and deadlines, and provides guidance for unusually involved situations.
Evaluates the performance of the employees using counseling techniques, the mid-point and annual appraisals.
Gives advice and instruction to subordinates on work or administrative matters.
Hears and investigates employee grievances.
Resolves issues and make recommendations for disciplinary actions.
Evaluates completed work for overall technical soundness and conformance to agency policies.
Develops and administers an overall training plan for the section.
Approves or disapproves requests for leave from employees.
Documents the processes and procedures for cleaning, disinfection, sterilization and preparation of reusable medical equipment (RME).
Lead team member with other Medical Supply Technicians of various experience to carry out the daily work.
Expected to have a thorough and complete working knowledge of all SPS operations rotating among the various duty assignments in SPS.
For "after hours" issues, incumbent must respond quickly and effectively.

Qualifications
BASIC REQUIREMENTS:
Citizenship. Citizen of the United States.
Education/Experience:
Experience: Six months of experience that demonstrates the applicant' ability to perform the work or provides an understanding of the work; OR,
Education: One year above high school that includes at least 6 semester hours in health care related courses such as sterile processing, nursing assistant, hospital corpsman, and operating room and surgical technician courses, or other courses related to the position; [Note: Experience satisfying this requirement may be paid/non-paid employment as a Medical Supply Technician. Please make sure that your experience is evident in your resume, and hours worked per week for each work experience entry is included, or your resume will be considered incomplete, and you will be considered "ineligible" for the position.] OR,
Combination: Equivalent combination of experience and education are qualifying for entry level for which both education and experience are acceptable.
Preferred Experience: At least one (1) year experience as a Medical Supply Technician, or related occupation, Certified by Healthcare Sterile Processing Association (HSPA), or Certified by Certification Board for Sterile Processing and Distribution (CBSPD).
Grade Determinations: In addition to the basic requirements above, candidates must meet the following grade requirements.
GS-9 Supervisory Medical Supply Technician (Sterile Processing) - Assistant Chief Experience: One year of specialized experience equivalent to the next lower level (GS-8), Specialized experience is defined as, but not limited to: oversees all decontamination, sterilization and disposition of critical and semi-critical reusable medical equipment (RME); ensures national sterile processing standards are followed; and provides supervision of employees. In addition, candidates must meet the following Knowledge, Skills and Abilities (KSAs):
1. Ability to plan and project staffing needs and requirements.
2. Ability to manage, interact and deal with individuals of varying backgrounds.
3. Ability to manage, direct and adapt work to accomplish program goals and objectives, and meet
new and changing program requirements.
4. Ability to develop and recommend new or revised policies that are consistent with organizational goals and objectives.
5. Ability to perform a full range of supervisory duties, including assigning, planning and evaluating work, recommending awards, approving leave, identifying training needs, and resolving staff issues.
6. Ability to evaluate new products and equipment, develop options, and make recommendations.
7. Ability to manage, interpret, and present fiscal data (i.e. fund controls, contracts and equipment expenditures), forecast resource and equipment needs and administer an allocated budget.
Assignment: The Assistant Chief contributes to the oversight of all supervision, administrative management and direction of the SPS. Oversees all decontamination, sterilization and disposition of facility critical and semi-critical RME. Develops and maintains a system of internal reviews that ensures service programs operate in compliance with regulatory and accrediting organizations. Contributes to the effective utilization of resources, budgetary allocation and fiscal management. Makes selections, assigns personnel and provides direction to subordinate staff. Manages the training, documenting and evaluating of staff. Serves as liaison between Sterile Processing Service and other departments.

Physical Requirements: This work is performed in various settings: decontamination, preparation, clean sterile supply and in other services and departments throughout the medical facility/campus. The incumbent may be required to work in areas that are hot, cold, drafty, and poorly lighted. The employee is subject to the possibility of falls, scrapes, cuts, bruises, Needle Sticks, and other injuries from handling equipment. The work requires standing and walking during the entire workday and frequent bending and lifting of sterile products and packages (occasionally weighing as much as 50 pounds). The work requires dexterity and visual acuity for manipulating, disassembly and assembly of instrumentation. On a regular and recurring basis, the employee alternates between a contaminated environment and a carefully controlled clean environment. The employee wears special clothing, hair covers, personal protective equipment and shoe covers that can be uncomfortably warm. The employee uses insulated gloves to remove carts from sterilizers. The hazards of working around minute quantities of sterilizing gasses are unknown. The employee often works around body fluids, mucous, excretions and bits of tissue, some of which may be foul smelling. The work area is noisy due to the clatter of metal instruments, rumbling of carts and operation of pre-sterilizing equipment.
