This position is in the Department of Labor (DOL), the Bureau of International Labor Affairs (ILAB) in Washington, DC. This position is inside the bargaining unit. Additional selections may be made from this announcement. Ability to read, write, and speak Spanish and/or Portuguese at an advanced level (fluent) of proficiency is a requirement for this position.

Duties

Executes job duties in support of senior team members and the Office mission while providing research and analyses of child labor, forced labor, and human trafficking issues for assigned countries for the purpose of contributing to Congressionally-mandated and Executive Order reports, engaging with foreign governments or other U.S. government officials, designing technical assistance programs, or related to other strategic interests of ILAB, or as part of analysis of trends and lessons learned that inform program evaluation, project survey, and project design activities. Drafts and provides written feedback on documents, as assigned, and regularly prepares written communication for and on behalf of senior ILAB and DOL 'staff on international child and forced labor issues. Applies a wide range of qualitative and/or quantitative methods to assess and improve program effectiveness. Assists with the development of policy recommendations that advance OCFT and ILAB mission, programming, and other priorities in target countries and on a global level. Monitors labor developments in countries of importance to the U.S. and assists with advising the Director, Deputy Director, Deputy Undersecretary, other DOL professional staff, ambassadors, labor attaches or others with related responsibility, either orally or in writing, on policy, key developments, and results regarding Office issues and programs. Coordinates work products within OCFT and across ILAB offices, other DOL agencies, and outside stakeholders with the aim of advancing OCFT and ILAB mission regarding research, technical assistance and policy engagement. Provides technical support for monitoring and evaluation and audit activities, and closes out technical assistance/cooperation initiatives; coordinates ILAB's contracts, grants, and cooperative agreements for technical assistance projects; and uses qualitative and/or quantitative methods to measure results and assess and improve program effectiveness and/or projects or systems.

Qualifications

You must meet the Basic Requirements listed in the "Education Requirements" section and the "Specialized Experience" to qualify for International Relations Specialist, as described below. Basic Requirements: Degree: major or equivalent, or a combination of courses totaling at least 24 semester hours in international law and international relations, political science, economics, history, sociology, geography, social or cultural anthropology, law, statistics, or in the humanities; or 12 semester hours in one of the above disciplines and 12 semester hours in statistics/quantitative methods. OR Combination of education and experience: courses equivalent to a major, or a combination of related courses totaling at least 24 semester hours, in one or more of the social sciences, or in the humanities, as shown in A above, plus appropriate experience or additional education. OR Experience: four years of appropriate experience in one or more of the fields listed above in work associated with international organizations, problems, or other aspects of foreign affairs. In addition to the basic requirements of this position, applicants must also possess 52 weeks of specialized experience equivalent to at least the next lower grade level in the Federal Service or private sector. Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Qualifying specialized experience for the GS-09 includes: one year (52 weeks) of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal Service or equivalent experience in the private or public sector performing work related to International Relations, with knowledge of, and skill in applying, fundamental methods, principles, and practices relevant to work in the area of International Relations, and standardized knowledge of analytical, and evaluative methods and techniques sufficient to research and write on topics relevant to international development of international labor issues in an academic or work setting; OR 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree (related to the position to be filled.) OR Combination of education and experience. Qualifying specialized experience for the GS-11 includes: one year (52 weeks) of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal Service or equivalent experience in the private or public sector performing work related to International Relations, applying a range of analytical and evaluative techniques and methods with knowledge ofU.S. foreign policy and of economic, social, cultural, and political factors in countries in Latin America or the Caribbean, relevant to efforts to assist in raising working conditions and improving the quality of life for its citizens; or experience assisting in the development or oversight of technical assistance projects on issues related to vulnerable populations in Latin America or the Caribbean. Examples of specialized experience are as follows: 1) Participating in drafting and/or providing written feedback on documents on issues relevant to issues of international child labor, forced labor, and/or human trafficking; 2) Developing and/or overseeing technical assistance projects to address issues related to reducing child labor, forced labor, and/or human trafficking; or 3) Supporting efforts related to the formulation of U.S. foreign policy on international laborissues; OR 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree (related to the position to be filled.) OR Combination of education and experience.
