About the Position: This is a permanent position location on the Rock Island Arsenal, Rock Island, IL This position will be filled at the GS-11/12 level. Non-competitive promotion to the full performance level (GS-12) is authorized based on eligibility and management's recommendation.

Duties

Utilize the overall Rock Island Arsenal Garrison budget to develop and present directorate-level budgets with input from management. Performs a wide range of administrative, technical, and analytical duties in the formulation, presentation, defense, and execution of the garrison's budget. Represent the activity on financial concerns at meetings/conferences with authority to act on matters as delegated. Interpret and review budgetary policies, guidance, and procedures issued by higher headquarters, Office of Management and Budget (OMB), and Congress, and assists with developing subsequent policies/guidance for use within the organization. Ensure fund availability, correctness of accounting citations, and fiscal propriety of transactions. Advise management of problems, trends, unfavorable ratios, and deviations from normal situations disclosed by analysis of resource management or cost information; makes recommendations to management for corrective actions.

Specialized Experience for GS-11: One year of specialized experience which includes compiling resource data from various financial management reports; overseeing budget activities of subordinate offices including tracking funds, distribution, reconciling commitments, obligations, and reallocating organizational funds; ensure budget transactions are processed in a timely and accurate manner. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Accounting or Financial Management. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Specialized Experience required for GS-12: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled, such as: planning, coordinating and implementing program budgets to explain the impact of various changes; preparing budget submissions using federal laws and regulations; processing budget forms, reports and schedules to meet requirements; and monitoring budget execution to advise management on corrective action. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). You will be evaluated on the basis of your level of competency in the following areas: Budget Formulation, Justification, and PresentationOral CommunicationPlanning and EvaluatingProblem Solving Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09/11). In addition, if your step reflects '00', you must include your current salary for each position.
