Duties
You will prepare electrical design drawings, calculations, and specifications to accompany design models generated on electrical engineering design software (e.g., AutoCAD).
You will develop project plans (e.g., engineering design and construction project) to include work requirements, resource needs, execution schedules and acquisition plans.
You will investigate problems (e.g., change in design and interface) with existing structures to ensure construction is compatible with the organizational plan.
You will draft correspondence concerning contractor furnished material and equipment to ensure compliance with contract specifications.

- This position may require occasional travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to obtain and maintain an interim and/or final secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.

Qualifications
This position has a Selective Placement Factor (SPF) which is current registration as a Professional Engineer (PE) from any state, the District of Columbia, Guam or Puerto Rico. Note - if you meet this requirement, you must provide a copy of your current registration with your application.
I have one year of specialized experience equivalent to the next lower grade level (GS-12) or pay band in the federal service or equivalent experience in the private or public sector performing duties such as: 1) Independently developing and producing-in accordance with applicable laws, Codes, Standards, and project objectives and requirements-project electrical designs and construction documents (Drawings and Specifications)-using a variety of computer software-for construction new facilities and for renovation of existing facilities for the DoD and for other Government agencies; 2) Preparing field surveys documenting existing electrical systems and existing site conditions; 3) Performing forensic site investigations and preparing written, technical documentation; 4) Performing complex calculations-using computer software or hand-calculations-for design and analysis of electrical systems (for example, lighting illuminance, voltage drop, etc.) and equipment and for production and preparation of electrical studies (such as, load-flow, fault, load demand, load level forecasts, etc.) and engineering reports; 5) Analyzing and evaluating electrical systems and equipment (for example, sizing MV power transformers, utility substation bus sizing, conductor sizing, raceway sizing, etc.) in support of construction and in comparing design alternatives with respect to efficiency, energy savings, constructability, future expandability, and costs; 6) Providing engineering cost estimates to provide a baseline for probable construction costs; 7) Analyzing and interpreting contract drawings and specifications to determine the extent of the contractor's responsibility under the provisions of the contract; 8) Providing technical support during construction with regard to problems arising from unforeseen conditions, design errors, construction errors, interfacing new work with existing work, etc.

Education
Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:
Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
