The Office of Audience Distribution and Strategy (GPA/DC/ADS) implements innovative digital systems to integrate and enhance GPA efforts to facilitate global strategic messaging. The Program Manager, serving as Office Director, reports directly to the DAS for Digital Content and is a key member of the GPA Digital Content leadership team. Responsible for overseeing and managing ADS programs and operations.
Duties
Coordinates the development and implementation of complex innovative systems to integrate and enhance GPA messaging strategy for the Department.
Provides day to day guidance and working level strategic coordination and direction across the team. Collaborates with GPA and appropriate Department teams to educate and evangelize GPA strategic and unified communication distribution plans.
Manages a team of federal and contract staff that support the operations and maintenance as well as development of tools related to digital communication, public outreach platforms, and distribution strategies used world-wide.
Advises the DAS for Digital Content on evolving threats and opportunities to the Digital landscape and the Department's ability to effectively communicate therein.
Requirements
- U.S. Citizenship is required.
- Incumbent will be subject to random drug testing.
- Must be able to obtain and maintain a Top Secret security clearance.
Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:
Experience leading efforts to create and manage outward facing brand and design of engagement products.
Experience coordinating the development and implementation of complex innovative messaging systems.
Experience developing digital marketing strategies.
Experience advising senior managers on strategic planning issues related to digital outreach and communication.
There is no substitute of education for specialized experience for the GS-15 position.
In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities:

Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances;
Ability to adjust to change, work pressures, or difficult situations without undue stress;
