This position is located in the Department of Housing and Urban Development, Asst Secretary for Fair Housing and Equal Opportunity.

Duties

The following are the duties of this position at the GS-14. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.As a/an Supervisory Equal Opportunity Specialist, you will: Serve as the principal advisor to the Regional Director with respect to the intake and assessment of complaints filed under the laws within the jurisdiction of the Fair Housing Regional Office. Carry out responsibilities under Title VI of the Civil Rights Act of 1964; Section 109 of the Housing and Community Development Act of 1974, as amended; Section 504 of the Rehabilitation Act of 1973; and Equal Housing Opportunity pursuant to relevant Executive Orders. Supervise daily operation of the Intake Branch, and is responsible for overall management of the Branch's case load, which includes: timely recognition and pursuit of situations that require prompt judicial action.

You must meet the following requirements within 30 days of the closing date of this announcement. Specialized Experience for this position includes: Specialized Experience for the GS-14: For the GS-14, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. - Analysis and application of fair housing laws and equal opportunity regulations such as the Fair Housing Act, Title VIII of the Civil Rights Act of 1968, Title VI Civil Rights of the 1964, Section 109 of the Housing and Community Development Act of 1974, Section 504 of the 1973 Rehabilitation Act as it relates to housing, and Title II of the Americans with Disabilities Act.; AND - Experience in managerial techniques, human relations and skills to effectively address a wide variety of employee, stakeholder, and client issues.; AND - Applying the Fair Housing Initiative (FHIP) and Fair Housing Assistance Programs (FHAP), which includes: testing methodologies; FHIP enforcement strategies and operations; and FHAP adjudication processes. Specialized Experience for the GS-13:For the GS-13, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. - Analysis and application of fair housing laws and equal opportunity regulations such as the Fair Housing Act, Title VIII of the Civil Rights Act of 1968, Title VI Civil Rights of the 1964, Section 109 of the Housing and Community Development Act of 1974, Section 504 of the 1973 Rehabilitation Act as it relates to housing, and Title II of the Americans with Disabilities Act.; AND - Applying the Fair Housing Initiative (FHIP) and Fair Housing Assistance Programs (FHAP), which includes: experience testing methodologies; FHIP enforcement strategies and operations; and FHAP adjudication processes. Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-14 you must have been at the GS-13 level for 52 weeks. For the GS-13 you must have been at the GS-12 level for 52 weeks. Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
