This position is located with State & Private Forestry, Fire & Aviation Management and Dep Dir, Aviation, Operations Risk Management. This position performs duties associated with Land Mobile Radio (LMR) and incident support activities by coordinating Land Mobile Radio (LMR) equipment and Radio Frequencies that pertain to and/or support National incident responses. Duties

Serve as a Subject Matter Expert (SME) for incident response telecommunications support representing FAM on the national Interagency Board for Emergency Preparedness and Response dealing with equipment standardization and interoperability. Based on broad requirements, provides technical solutions, identifies, and selects equipment to satisfy various mission needs. Incidents may cover local areas, states, multiple states, and/or regions. Provide mission-critical support to National Wildland Fire and “All-Risk” Incident Response by performing work as a Communications Technician, Communications Unit Leader, Communications Coordinator, or Communications Duty Officer whenever required. Serve as a Subject Matter Expert (SME) for incident response telecommunications support representing FAM on the national Interagency Board for Emergency Preparedness and Response dealing with equipment standardization and interoperability. Must apply the knowledge of theories, principles, concepts, standards, and practices in the telecommunications area(s). Serve as a liaison to multiple Geographic Area Coordination Centers to help coordinate incident radio and radio frequency response within the regions.

Qualifications

Provide course descriptions as necessary. Specialized Experience Requirement: For the GS-12: You must have one-year specialized experience equivalent to the GS-11 in the Federal Service. Specialized Experience is as majority of the following: Applying knowledge of theories, principles, concepts, standards and practices in the telecommunication area(s); and/or resolving complex problems, and/or monitoring system and deliverables for telecommunication projects; and/or performing analysis and assessments, producing documentation and reports for LMR systems that support National Wildland Fire and "All-Risk" Incident Response. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
