Duties

Please Note: Employees will be required to report to their assigned office location at least 2 day per week for non-supervisory positions and 3 days per week for supervisory/managerial positions unless the position advertised is designated as a remote-only position. The incumbent reports to the Senior Vice President (SVP) of Small Business. The incumbent serves as Vice President (VP) of the Minority Women Owned Business (MWOB) Division, and is responsible for originating the loan, guarantee and insurance products and the overall relationship management of the Bank's external clients who are minority, women, veterans, tribal, persons with disabilities, and LGBTQIA owned businesses. The Division also manages the Regional Exporter Promotion Program (REPP) - the REPP brings state, county, and local non-profit economic development entities together with EXIM in a partnership designed to expand export opportunities for U.S. exporters. Additionally, the Division also oversees the Client Care Unit (CCU) - the CCU plays a key role in maintaining the highest level of customer satisfaction for EXIM prospects, applicants, and current customers. Duties include, but are not limited to: The VP of MWOB is responsible for leading, directing, and supervising a team of professional, technical, and administrative support staff ranging in grades from GS-5 thru GS-15. Overall business development strategy for MWOB and establishment of goals and objectives to achieve these results. Provides guidance to the Senior Vice Presidents and Vice Presidents of the various Divisions of the Bank. In carrying out his/her responsibilities, the incumbent translates overall policy laid out by the Board of Directors into the establishment of MWOBs objectives, program goals and deliverables, and transmits them to the Vice Presidents along with general guidelines as to program results to be achieved. The VP of MWOB signs off on all Board and Loan Committee memos originating from the Office of the Small Business. Engages in necessary and appropriate arbitration and coordination between the various divisions and offices under the SVP of OSB and Chairman's purview. On a continuing basis, reviews the short-, medium- and long-term loan, guarantee and insurance activities of the Bank to ensure that the operations are meeting the goals of the Bank regarding disadvantaged communities. Responsible for personnel management for MWOB. Works closely with the Senior Vice President in the Office of Small Business and the Vice Presidents and the Division of Human Capital, maintains responsibility for ensuring that the Bank's human resources programs, policies, and procedures are effectively carried out within MWOB for the following specific areas: recruitment; promotion; equal opportunity and diversity; development; training; position management; and appraisal, incentive or related programs with a view toward improving the quality and productivity of the workforce. He/she assigns personnel on either a temporary or permanent basis according to the workload of each Division, rotating personnel between Divisions and Offices in order to ensure that the limited resources for line activities are properly allocated per current amounts of case work and to facilitate broad experience and program knowledge on the part of OSB. Works in concert with the heads of the divisions under the Bank to develop and submit all relevant budget figures for approval, as well as manages the administrative budget for OSB. This encompass the MWOB's program requirements, travel needs, etc. Represents the Bank at meetings with high-level executives, officials, exporters, foreign buyers, and financial institutions or governments. This may require the incumbent to travel extensively.

Qualifications

QUALIFICATIONS REQUIREMENTS: Applicants will be assessed against the Executive Core Qualifications (ECQs) and the Mandatory Technical Qualifications (MTQs). Note: Current career SES members, former career SES members with reinstatement eligibility and OPM certified graduates of a SES CDP, who meet the professional/technical qualifications requirements will be considered for this position on a noncompetitive basis. Applicants for noncompetitive consideration are NOT REQUIRED to submit a supplemental statement addressing their ECQs. However, they must submit a Standard Form 50, Notification of Personnel Action, to establish proof of eligibility for noncompetitive appointment and submit their most recent performance appraisal, resume, address the professional/technical qualifications and complete the online questionnaire. Applicants must submit written statements (narrative format ) describing accomplishments that would satisfy the ECQs. You must address each ECQ separately. You are required to respond to all ECQs. Each accomplishment should be clear, concise, and emphasize your level of responsibilities, the scope and complexity of programs managed, and results of your actions. EXECUTIVE CORE QUALIFICATIONS (ECQs): The ECQs describe the leadership skills needed to succeed in Senior Level (SL) positions and are in addition to the Mandatory Technical Qualifications listed below. ECQ 3 - RESULTS DRIVEN: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. ECQ 4 - BUSINESS ACUMEN: This core qualification involves the ability to manage human, financial, and information resources strategically. ECQ 5 - BUILDING COALITIONS: This core qualification involves the ability to build coalitions internally and with other federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. MANDATORY TECHNICAL QUALIFICATIONS (MTQs): All applicants must submit written statements (narrative format) of accomplishments that would satisfy the technical qualifications. You must address each technical qualification separately. Please limit your written statements to one page per technical qualification. Failure to meet any one of the technical qualifications requirements automatically disqualifies an applicant. MTQ 1 - Demonstrated experience and skill in project and/or program management; ability to manage and direct a staff while incorporating program and policy initiatives pertaining to special emphasis and disadvantaged program areas; demonstrated ability to communicate to a wide range of audiences, to include top officials, senior executives, and employees. MTQ 2 - Demonstrated experience, knowledge and thorough understanding of community and economic development, including issues such as small businesses development, community facility development, and economic development in disadvantaged communities. MTQ 3 - Demonstrated experience and knowledge about addressing the needs of financially underserved populations, including underserved populations such as minorities, women, tribal, persons with disabilities, LGBTQIA and veterans that experience barriers to accessing capital and fully participating in the financial mainstream. MTQ 4 - Demonstrated experience in developing and executing export financing strategies, programs, and initiatives in partnership with a wide range of state government, local government, Tribal government, private sector, and other relevant stakeholders, including programs delivering benefits to disadvantaged communities.
