About the Position: The mission of Devens Reserve Forces Training Area is to provide training facilities and training support to all military services, reserve and active. It is a small base, and is located approximately 50 miles northwest of Boston, Massachusetts, in a small, rural community. They offer many of the Soldiers' services found at larger bases including: Army Community Services (ACS), Fitness Center, the Federal Credit Union, and much more.
Duties
Identify and analyze communication needs, concerns and attitudes of various publics as they relate to programs, policies and activities of the community and its higher headquarters.
Advise the Deputy and/or Commander of important developments in community relations and media interaction.
Plans, implements end oversees effective internal information programs through the garrison website and other internal communication media and forums.
Evaluates trends in public opinion to determine public attitudes and perceptions and to identify and relate garrison policies with community interest.
Develops and implements crisis communication plans.
Assists media representatives in assuring technical accuracy through coordination of reviews by appropriate staff sections or technical experts.
Requirements
- This position requires the incumbent to travel away from the duty station 10% of the time.
- This position may require the incumbent to work occasional weekends, holidays, nights, evenings and overtime
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- This position requires field environment site visits during military training and exercises.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Specialized Experience: One year of specialized experience which includes: (1) Identifying and analyzing communication needs for an organization; (2) developing informational materials (e.g. newsletters, news releases, pamphlets, brochures, presentations) and (3) establishing and/maintaining working relationships with local and national media and cultural groups. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Public Affairs, Media Relations, Communications Development.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
