This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This position is in the St. Paul District. It provides the repair, maintenance, and servicing of engineering, floating plant, heavy equipment, automotive equipment, reservoirs and lock and dams, field sites and service base as well as other miscellaneous mechanical equipment.

Duties

Performs mechanical maintenance, overhaul, and repair of a variety of gasoline-and diesel-powered heavy construction equipment such as cranes, wheel-and crawler-type tractors, drilling machines, compressors, and stationary engines. Completes both minor and major repairs in accordance with approved work orders, diagnosing trouble to the extent necessary to satisfactorily complete repairs. Installs new engines. Overhauls and repairs engines and completes assemblies such as transmissions, differentials, transfer cases, clutches, track links, fuel injection pump housings, and cylinder blocks. Repairs and adjusts brakes, ignition, and fuel systems. Performs mechanical maintenance, overhaul, and repair of a variety of launches and towboats. Performs mechanical maintenance, overhaul, and repair of various makes, types, and sizes of passenger cars and trucks. Performs various tasks incident to cleaning tools, storing them in proper places, and in the general maintenance of good housekeeping conditions in the shop area.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position meets the criteria for random drug testing under the Department of Army Drug-Free Workplace Program as supplemented by USACE ER 690-1-1218.
  • This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued required level of physical health and ability or fitness to perform the duties of the position.
  • Position requires the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states.
  • Employees are required to observe established safe working procedures. Appropriate protective clothing and/or equipment is provided to minimize or eliminate hazardous conditions, and its use is mandatory.
  • This position requires travel to other duty locations up to 75% of the time.
  • May be required to alternate working hours on all shifts and on weekends, as well as weekdays.
  • May be required to work scheduled and unscheduled overtime.
  • May be required to lift items up to 75 pounds.
  • This position has been designated "Mission Essential". In the event of severe weather conditions or other such emergency type situations (natural or man-made disaster) the incumbent is required to report to work or remain at work.

Minimum Qualifications at XF-10 (Screen Out Element): Ability to do the work of a Heavy Mobile Equipment Mechanic without more than normal supervision - Ability to perform routine tasks involving the overhaul, maintenance, modification, and major repairs of gasoline and diesel powered heavy duty mobile industrial equipment, vehicles and floating plant - Failure to meet this Screen Out Element will result in an ineligible rating. Physical Effort: The employee works in tiring or uncomfortable positions for long periods. The work requires frequent bending, reaching, stretching, climbing, and crouching. The employee frequently lifts and carries items weighing up to 75 pounds or puts forth similar strenuous effort while standing, lying, or sitting. The employee often lifts and moves heavier items with the assistance of others or lifting devices. Working Conditions: Work is performed both inside and outside. Inside work is in a well-lighted, heated, and vented garage building. Outside work may be performed adjacent to the garage building or in the field. Field assignments involve exposure to temperature extremes common to the normal construction season, and to generally unfavorable working conditions such as most heavy equipment repair in the field is in connection with ditching, levee building, etc. The nature of the work is dirty, greasy, and noisy. The use of hand tools in cramped areas and while in awkward body positions (bending, prone, or reaching) subjects the worker to possible cuts and bruises to hands and arms. There islimited exposure to drowning from falls over the side of boats or from accidents while underway.
