The primary purpose of this position is to apply technical and program planning/management expertise to support the definition, implementation and refinement of Directorate and Command policies and programs to facilitate Cyberspace defense and Department of Defense Information Network Operations (DoDIN OPS).
Duties
-Analyzes and provides expert assessments to J3, the USCYBERCOM management team and supported CC/S/As of anticipated and new Joint and DoD policy and instructions relevant to DoDIN OPS and cyberspace defense. Assesses potential effects on USCYBERCOM operations and recommends appropriate actions, including development of new/revised USCYBERCOM and supported CC/S/A policy and operations guides.
-Collaborates with J3, J3 Operations Analysts and supported CC/S/As to identify DoDIN OPS and cyberspace defense programs and strategies that are consistent with USCYBERCOM and other current and anticipated policy and program guidance and priorities.
-Provides technical advice and consultation to the USCYBERCOM on all matters relating to malicious computer activity, DoDIN OPS and cyberspace defense, and emerging trends. Continually evaluates the effectiveness of the current USCYBERCOM policy framework, based on operational assessment, and recommends refinements.
-Establishes and maintains effective working relationships with professional peers in Government, industry and private sector computer security, law enforcement, and technical research organizations to collect and exchange information useful to DoDIN OPS and cyberspace defense analyses. As appropriate, prepares (for review and endorsement by the chain of command) Memoranda of Understanding (MOUs) to document the nature of these information sharing agreements.

- The incumbent must achieve certification as an Information Assurance (IA) professional, consistent with requirements detailed in DODINST 8570.1M.
- The incumbent will be required to be available for other than normal duty hours to include weekends to support exercises and crisis planning.
- TDY will be required. The incumbent may be required to travel by military and/or commercial aircraft in the performance of assigned tasks.
- The incumbent must be able to obtain and maintain Top Secret/Sensitive Compartmented Information access.
- Bachelor’s degree or equivalent experience.
- The incumbent must meet NSA personnel security requirements outlined in NSA/CSS Policy 5-1.
Qualifications
This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. Expert knowledge of and ability to interpret and apply Federal, DoD and Service policy and program directives relevant to the USCYBERCOM mission. Ability to represent USCYBERCOM issues and requirements in the policy development and review process. Expert knowledge of internet/network technologies and designs, networking protocols and computer audit techniques/tools applied in DoD classified computer networks. Broad-based knowledge of all facets of the DoDIN OPS and cyberspace defense functions and operations at the headquarters and field levels. Knowledge of and experience in applying service planning processes and/or the Joint Operations Planning and Execution (JOPES) process, IAW JP 5.0, with emphasis on mission analysis, course of action development and comparisons, and plans/orders development. Equivalent knowledge of and experience in applying US information operations doctrine and policy, including guidelines and processes governing classified computer networks. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Ability to define and implement policies and programs governing classified computer systems operations, including information assurance, systems analysis, network management, programming and telecommunications.
2. Ability to interpret and apply DoD and Service policies and directives governing military computer systems operations, including the Joint Operations Planning and Execution (JOPES) process, as described in JP 5.0.
3. Broad knowledge of DoDIN OPS and cyberspace defense issues, objectives and operations.
4. Knowledge of and ability to apply information systems security principles and concepts, including new and emerging IT security developments, techniques and tools.
5. Ability to plan and manage projects requiring collaboration with various internal and external components, including contractors, representatives of other Government agencies, industry and academia.
6. Skill in oral and written communications to provide effective briefings, reports, and staff interactions.
CONDITIONS OF EMPLOYMENT CONT'D:
1. Position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. Therefore, the incumbent is required to: (a) refrain from the use of illegal drugs, and (b) if requested, submit to urinalysis testing. The incumbent may be selected for random drug testing and may be subject to reasonable suspicion testing and safety mishap or accident testing.
