This position is located in New York, NY at the Office of Labor-Management Standards (OLMS) District Office. The primary duty of this position is the conduct of civil investigations of individuals and labor organizations that have or may violate provisions of the Labor-Management Reporting and Disclosure Act of 1959 (LMRDA). The incumbent will plan, direct, and conduct compliance and enforcement activities within an assigned geographic area.
This position is outside the bargaining unit.
Duties
The student selected for this opportunity will work with Office of Labor Management Standards (OLMS) professionals performing duties to gain experience as a Labor Investigator. The student will be hired at the GS-07 grade level and serve in a developmental capacity under the Pathway's Appointment, wherein the work is less complex in nature and the supervisor, or a senior level employee provides specific instruction and guidance.
Requirements
- Must be at least 16 years old and a U.S. Citizen.
- Candidate required to obtain the necessary security/investigation level.
- Requires a trial period for the duration of the Internship.
- Subject to pre-employment and random drug tests.
- Requires a valid driver's license.
- Appointees must sign a DOL pathways Program Participant agreement.
- Must be enrolled at least half-time at a qualifying educational institution at the time of appointment and must maintain such enrollment throughout the duration of the appointment.
- Must be in good academic standing as defined by the agency as 2.0 GPA or higher.
- Complete at least 640 hrs of work experience prior to completion of degree.
Qualifications
Pathways Eligibility Requirements: To be eligible for the DOL Pathways - Internship Program, an individual must be enrolled and seeking a degree (e.g. diploma, certificate, etc.) in a qualifying educational institution/program on a full or half-time basis for current semester. Additional proof of enrollment for the upcoming semester will be required before a final job offer can be extended. Click here for a definition of a qualifying education institution/program. Applicants for this position must meet the definition of a CURRENTLY ENROLLED STUDENT as outlined throughout this announcement. If you do not meet this definition, you will not be considered. You must submit a transcript and/or proof of enrollment to be considered eligible.
Must Possess and maintain a cumulative Grade Point Average (GPA) of 2.0 or higher on the unweighted 4.0 scale. GPA is based on current enrollment.
Applicants who graduate from their degree seeking programs in the current semester can be considered for internships only if they are enrolled and/or accepted for enrollment in the upcoming semester in a proceeding degree seeking program.
To qualify at the GS-07 level:
Experience: Applicants must have one year of specialized experience equivalent to the next lower grade level, GS-05, in the Federal service. Specialized experience is defined as three or more of the following:
Providing assistance to higher level staff in researching and applying laws and regulations to identify discrepancies;
Performing regulatory compliance work;
Assisting in the examination of financial data and records to compile data and draw conclusions;
Assisting in conducting fact-finding interviews to gather information;
Drafting correspondence for final review and signature; and/or
Preparing comprehensive, well-documented, sign-off quality reports.
Education: Completed 1 full academic year of graduate level education; or eligibility under the Superior Academic Achievement Provision and completion of a bachelor's degree.
OR Possess 1 full year of graduate level education that provided the knowledge's, skills and abilities necessary to do the work of this position;
OR
Possess superior academic achievement as demonstrated by my class standing. I graduated in the upper third of my class or major university subdivision based on completed courses;
OR
Possess superior academic achievement demonstrated by my grade point average (GPA); by possessing a cumulative undergraduate GPA of 3.0 or higher out of a possible 4.0 based on 4 years of education;
OR
Possess superior academic achievement as demonstrated by my grade point average (GPA). I have a GPA of 3.5 or higher out of a possible 4.0 in courses completed during the final two years of the curriculum;
OR
Possess superior academic achievement demonstrated by my election to membership in a national scholastic honor society.
OR
A combination of education and specialized experience as described above. The total percentage must equal at least 100% and must be fully supported by your resume and transcripts.

Education
An academic year of undergraduate education is defined as 30 semester hours, 45 quarter hours, or the equivalent in an accredited college or university.

To be eligible for appointment, you must be currently enrolled or accepted for enrollment on at least a half-time basis at a qualifying educational institution, for the purpose of obtaining a diploma, degree, or certificate. Current students must have a grade-point average of 2.0 or higher on a 4.0 scale. If appointed, you must maintain a 2.0 or higher grade point average on a 4.0 scale throughout the duration of the internship. You must submit with your application a current academic transcript and/or other official documentation from your academic institution demonstrating your eligibility for appointment.
