Qualifications
Current Federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the Federal service. The time-in-grade and qualification requirements must be met within 30 days of the closing date of this announcement.
Individual Occupational Requirements:
Undergraduate and Graduate Education: Major study -- education or a subject area related to the position to be filled.-OR-Specialized Experience (for positions above GS-5): Experience that demonstrated a practical knowledge of the subject area of the position and of themethods and techniques of instruction.Examples of qualifying specialized experience include:
Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in theappropriate field(s).
Supervising or administering a training program.
Development or review of training/course materials, aids, devices, etc., and evaluation of training results.
Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis.
To qualify for this position at the GS-11 level, you must possess one full year of specialized experience equivalent to at least the GS-09 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position. Experience may be obtained in the Federal or Private Sector and must demonstrate all of the following:
Developing Emergency Management training and education courses under direction of a senior training specialist;
Assisting in the planning of various exercise and training curricula; and
Evaluating Emergency Management exercise-based training programs and/or exercises of various scopes under the supervision of a senior training specialist.
-OR- Ph.D. or equivalent doctoral degree -OR- 3 full years of progressively higher-level graduate education leading to such a degree -OR- LL.M., if related -OR- A combination of education and experience described above, which meets 100% of the qualification requirement.
To qualify for this position at the GS-12 level, you must possess one full year of specialized experience equivalent to at least the GS-11 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position. Experience may be obtained in the Federal or Private Sector and must demonstrate all of the following:
Collecting and analyzing data from a variety of sources to develop Emergency Management training and education courses;
Evaluating Emergency Management exercise-based training programs and/or exercises of various scopes; and
Planning, developing, and conducting emergency management exercise training and/or Homeland Security Exercise Evaluation Program (HSEEP) curricula.
