This position is located with the Bureau of Indian Affairs, Northwest Region, Colville Agency, Office of the Superintendent, Branch of Forestry in Inchelium, Washington. This is a Bargaining Unit position, for more information see What are bargaining units? NOTE: TRAVEL AND RELOCATION EXPENSES WILL NOT BE AUTHORIZED. ANY RELOCATION EXPENSES ASSOCIATED WITH REPORTING FOR DUTY WILL BE THE RESPONSIBILITY OF THE SELECTED EMPLOYEE.

Duties

Assist in planning, coordinating, and overall operation of the Check Scale Program with the Agency and Tribe. Maintain and promote a safe working environment for coworkers, visitors, and self. Implement environmentally sound forest management practices and recommendations with knowledge and understanding of the National Forest Log Scaling Handbook. Serve as expert counsel to acceptable utilization standards on timber sales and provide advice on problem areas, such as long-butting, borderline merchantable logs, or overall bucking practices. Measure, estimate, and document timber volumes on all permits to document Trust resource utilization. Assist in supervising and monitoring forestry aids and/or forestry technicians to ensure they are following Agency scaling policies and procedures. Maintain good communication with the Agency forester providing accurate information and feedback to mutually address forest management issues and projects. Inspect logging areas for contract or permit compliance, map logged areas, document contract compliance issues, and scale logs to determine sale volume in administering timber sales contracts and timber cutting permits. Lay out timber cutting blocks, map cutting areas, designate trees to be harvested, locate timber cruise plots, measure trees to estimate sale volume, and record data to prepare contract timber sales and timber cutting permits.

Qualifications

EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standards for One-Grade Interval Technical or Medical Support Positions, and Individual Occupational Requirements for GS-0462: Forestry Technician Series). SPECIALIZED EXPERIENCE: Experience which has provided the applicant with the particular knowledge, skills, and abilities necessary to successfully function in the Forestry Technician position. Example of qualifying specialized experience include: Forestry aide or technician work. Engineering, range, or soil conservation technician work that involved the application of cultural, resource conservation, or land management practices on non-forest or ranch lands when combined with knowledge of forestry operations and equipment. Farming or ranching work that involved application of cultural and soil and water conservation practices, including safety and use of equipment, and that provided a basic understanding of land use. Forest or range fire control, prevention, or suppression work. SPECIALIZED EXPERIENCE: GS-8: 1 year of specialized work experience equivalent to the GS-07 level in the Federal service which includes developing, implementing and maintaining acceptable log, load, and scale sheet accountability records; develop and monitor scale agreements, log year agreements, and log yard inspections; maintain and conduct quality control check scales and annual check scale reports; provide training to individuals and/or groups on the guidelines, procedures, and rules for log scaling certification and field application; serve as the representative at mill and log yards to identify and resolve scaling problems, load ticket accountability issues, and/or to address log utilization concerns; and assist in determining locations of log scaling stations, with consideration to economy of scaling, log accountability, and safe working conditions. All qualification requirements must be met by the closing date of this announcement. Merit Promotion candidates must also meet time-in-grade requirements by the announcement closing date. Preference in filling vacancies is given to qualified Indian candidates in accordance with the Indian Preference Act of 1934 (title 25, USC Section 472). Additional selections may be made from this announcement if identical vacancies occur in the same location within 90 days from the closing date.
