Duties

WHAT IS THE WAGE & INVESTMENTDIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: Wage & Investment The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position. Develops the fiscal year local functional training plan in adherence to functional work plan assumptions by coordinating with management in the development process and ensures delivery of the functional training plan. Plans and coordinates all functional training and changes in the use of resources. Recommends changes to procedures and practices when the need to do so is identified. Obtains on-site and off-site space if needed, provides training equipment, instructors, course booklets and other training supplies. Prepares, monitors, and maintains coordination of the Functional Site Training Plan. Advises management of training needs identified through National Office work planning assumptions, published mandatory training requirements, or other sources of feedback. Provides the functional site training plans and training reconciliation reports to Planning & Analysis (P&A) and Business Operating Division (BOD) staffs. Prepares estimates of training costs to Learning and Education to ensure that the site is properly budgeted for training activities.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume. You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE GS-09: To be eligible for this position at this grade level, you must meet the requirements below. A Master's or equivalent graduate degree in a field of study such as: accounting, finance, or business administration. OR EDUCATION: 2 full years of progressively higher-level graduate education leading to a graduate degree in a field of study such as: accounting, finance, business administration or public administration. One year of graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. OR COMBINATION OF EXPERIENCE AND EDUCATION: At least 1 year of experience equivalent to the GS-7 level that demonstrates knowledge of financial management systems and practices in carrying out project assignments consisting of several related tasks, such as reviewing budget estimates and monitoring expenditures and financial status. The assignments must have shown completion of the following, or the equivalent:Conducting analyses of program operations and effectiveness. Analyzing data to identify trends and/or potential problems. Writing reports of findings and conclusions. Delivering briefings to individuals and/or groups. Management of programs and project teams. OR LL.B. or J.D., if related. At least 1 year of combined graduate education and experience as defined in paragraphs above. SPECIALIZED EXPERIENCE GS-11: To be eligible for this position at this grade level, you must meet the requirements below. A Ph.D. or equivalent doctoral degree in a field of study such as: accounting, finance, or business administration. OR EDUCATION: 3 full years of progressively higher-level graduate education leading to a graduate degree in a field of study such as: accounting, finance, business administration or public administration. One year of graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. OR COMBINATION OF EXPERIENCE AND EDUCATION: At least 1 year of experience equivalent to the GS-9 level that demonstrated accomplishment of financial management assignments that required a range of knowledge of financial management systems and practices. Accomplishments normally involve the following, or the equivalent: Conducting analyses of program operations and effectiveness. Reviewing operations for compliance with existing guidelines. Analyzing data to identify trends and/or potential problems. Writing reports of findings, conclusions, and recommendations. Delivering briefings to individuals and/or groups. Management of programs and project teams. OR LL.M., if related. At least 1 year of combined graduate education and experience as defined in paragraphs above. AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens". Education

A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience. If the position has specific education requirements and you currently hold, or have previously held, a position in the same job series with the IRS, there is no need to submit a transcript or equivalent at this time. Applicants are encouraged, but are not required, to submit an SF-50 documenting experience in a specific series.
