The primary purpose of this position is to provide comprehensive, professional nursing clinical prevention services (primary, secondary and tertiary) to high-risk maternal-child families to prevent child and partner abuse, in support of the Family Advocacy Program (FAP).

Duties

Provides specialized primary, secondary and tertiary clinical nursing intervention services of an advanced nature, requiring critical thinking skills through home, hospital/clinic, office and telephone contact with military personnel and their families IAW program requirements and accepted standards of professional conduct. Responsible for risk screening of the installation's expectant parents and parents of birth to three-year-old children, engagement of high risk for maltreatment families in prevention services, case management activities occurring from initial contact/referral through case closure. Provides professional nursing advisory services to other health care professionals, installation personnel, and community agencies, advancing initiatives that enhance resiliency and decrease maltreatment in military families who are expectant and/or have birth to three-year-old children. Develops and manages the NPSP home based maternal/child maltreatment prevention program for families expecting a child, and/or with children ages birth to three years. Determines appropriate services for atypical, complex, high risk client and family situations.

• At a minimum, qualification requirements stipulated by the US Office of Personnel Management (OPM) for the 0610 occupational series must be met
• Selective Placement Factors: a) Must maintain a valid, unrestricted, and current registered nurse license (with no limitations, stipulations, or pending adverse actions) in a state or territory of the United States or the District of Columbia
• b) A Bachelor's Degree in Nursing is required IAW DoD guidance. c) At least two years of direct experience in child abuse or domestic abuse, maternal child health or community health is required IAW DoD guidance
• Must possess and maintain current certification in Basic Life Support (BLS)
• This position has been identified as having regular contact with children. IAW Public Law 101-647 Section 231, and Public Law 102-190, Section 1094 and DoD Instruction 1402.05, background checks are required
• DD Form 2981 Basic Criminal History and Statement of Admission, Installation Records, FBI fingerprint, and Tier 1 with a State Criminal History Repository (SCHR) checks will be completed on any person selected for this position
• Renewal every five years of the Installation Records, FBI Fingerprint and SCHR is required with annual review of DD Form 2981
• This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing
• Duties of the position require the employee to operate a motor vehicle, a valid driver's license is required
• Work may occasionally require travel away from the normal duty station on military or commercial aircraft
• Must comply with all requirements and aspects of the MTF Infection Control and Employee health programs IAW AFI48-1059

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Nursing Series, 0610 + IOR. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: NOTE: Employees currently assigned to positions in this occupational series as of September 2017 will be considered to have met the basic requirements for the position occupied. EDUCATION: A graduate or higher level degree, bachelor's degree, associate degree, or diploma from an accredited professional nursing educational program is required. This education must have been accredited by the Commission on Collegiate Nursing Education, Council on Accreditation of Nurse Anesthesia Educational Programs, Accreditation Commission for Midwifery Education, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. NOTE: You must submit a copy of your transcripts. Degree from Foreign Nursing School: Official certification from the Commission on Graduates of Foreign Nursing Schools is required for individuals who graduated from foreign nursing schools. NOTE: You must submit a copy of your transcripts. AND LICENSURE: For all grade levels and positions, applicants must have passed the National Council Licensure Examination. In addition, they must possess a current, active, full, and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. NOTE: You must submit a copy of your transcripts and nursing licensure. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes: 1) Applying a professional knowledge of the full scope of public/community health models and nursing concepts, principles, practices and procedures, and extensive specialized training in the specialized area of clinical prevention services to at-risk individuals and families. 2) Providing knowledge of the full scope of family advocacy principles, concepts, and theories relating to the provision of professional nursing services. 3) Administering knowledge of research principles, procedures, and processes sufficient to apply principles to the provision of services to at risk families, develop local policies, standards, and procedures based on results of studies, and serve on various family maltreatment teams and committees. 4) Applying knowledge of complex family helping systems, professions, and organizations and how they affect child and family welfare. 5) Utilizing written communication sufficient to develop research program documents and evaluations, and procedures/policies based on results of special studies and research; and in oral communication sufficient to counsel family members, take medical histories, provide health teaching and crisis intervention. 6) Developing comprehensive nursing care plans, evaluating total health care needs, evaluating intervention outcomes, coordinating health care given, adjusting regimens when needed, and recognizing physical and mental deviations from what is considered normal. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
