The Health System Administrator functions as the Assistant Medical Center Director performing a variety of duties in a highly complex healthcare system, which is constantly evolving within a competitive geographic area.

Duties

The Health System Administrator (Assistant Director) duties include, but are not limited to the following: Authority over the following: Chaplain Services, Nutrition & Food Services, Voluntary Services, Prosthetics Services, the Administrative Officers of outlying Community Based Outpatient Clinics (CBOC's), Privacy Officer as well as responsibility for all Customer Service to include the Veterans Experience Office. Responsible for all fiscal activities for the organization. Recommends actions on awards, promotions, selections, disciplinary actions and investigates and/or hears group grievances or serious employee complaints and takes action with advice of employee relations/legal counsel and FVACHCS Executive Director. Establishes training needs, career development and professional enrichment programs appropriate to the wide range of employees of the organization. Participating with top management in developing and implementing planning initiatives and goals. Responsible for ensuring smooth academic partnerships, including the processing and oversight of trainees, students and residents. Responsible for assuring that data is managed, secured, used, and destroyed in an appropriate manner. Responsible for performing and ensuring complete fact finding inquiries and investigating suspected wrong doing in his or her respective areas and systems. Responsible for creating a positive and innovative work environment that enhances quality, efficiency, effectiveness, compassion, and patient and staff satisfaction. Responsible for establishing and maintaining a culture of continuous improvement, accountability, and sense of urgency. Managing and maintaining the Environment of Care, Employee Wellness, and Veteran Satisfaction programs. Manages the public relations, media, and marketing staff and its mission for the medical center. Performs financial management analysis and performs financial and resource decision making ensuring operational spending and resources stay in balance. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/21/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Individual Occupational Requirement: The 0670 series require specific education or experience to be met in order to be appointed into a position of this series. You must meet the pre-determined Education or Experience Individual Occupational Requirement below as set by Office of Personnel Management (OPM). Undergraduate and Graduate Education in a Major study of: hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems. Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Applicants must also possess: Knowledge of the interrelationships and interdependencies among various medical and administrative services and programs. Management ability to delegate authority, evaluate and oversee people and programs, recognize and adapt to changing priorities; Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements. Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. You may continue to qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Qualifying specialized experience is defined as progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: (1) Missions, organizations, programs, and requirements of health care delivery systems; (2) Regulations and standards of various regulatory and credentialing groups; and (3) Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. At this level, applicants would provide executive leadership with insight in establish organizational structures that are efficient, cost effective, support desired grade levels, and facilitate career development; work on the development of a balanced financial plan designed to meet realistic needs of the facility and the network; establish and maintain public relations with a variety of institutions and groups; apply performance standards to measure program performance and health care activities are meeting established goals and objectives; and plan and execute major projects concerned with the analysis and evaluation of programs and operational effectiveness. Physical Requirements: No special physical demands such as above average ability, dexterity, or strength are required to perform the work. Work is sedentary and the employee may sit comfortably. There may be some walking, standing, bending, carrying of light items, driving of an automobile, etc. Fieldwork may involve traveling to interviews, meetings, and sources of information. Work is usually performed in offices, meeting rooms, schools or similar settings. The position may involve travel, including the normal everyday risks and discomforts of auto, bus, rail, and air transportation.
