This position serves as the Construction Project Specialist/Activation Coordinator for the Harry S. Truman Memorial Veterans' Hospital (HSTVMC) in Columbia, MO and 8 community-based outpatient clinics and has the primary responsibility to plan, develop and coordinate the technical administrative activities associated with moves and activations within the HSTVMC.

Duties

Duties of the position include but are not limited to: Responsible for the overall management, control, coordination, and execution of government leases and construction coordination. Implements corporate decisions, guidance, laws, regulations, and policy into the development of assigned project(s) and intermediate products. Acts as the point of contact for assigned projects - communicates project/activation status to internal and external stakeholders, conducts regular progress review meetings, and submits appropriate written progress reports. Facilitates/coordinates communication between user, customer, contractor, construction contractor, design/construction agent and other key Project Delivery Team members on issues related to electrical, mechanical, and structural as they relate to medical equipment and clinical operations. Conducts an annual comprehensive space inventory of associated community-based outpatient clinics, and continuously assesses facility needs relative to veteran population (present and future). Evaluates the efficient and economic use of space and facilities and recommends/identifies major and minor improvement projects concerning building construction, overhaul, and repair. Works with leadership to coordinate space and equipment planning from conception through activation through an in-depth knowledge of use requirements and availability of resources to fulfill these requirements. Ensures that finished plans are formulated in accordance with and comply with commercial building codes, safety and environmental guidelines and the VA master specification for all renovation and new construction projects. Develops and maintains cost estimates in coordination with design consultants and works with construction contractor to track and project progress and milestones. Responsible for the general management and maintenance of project programming and scheduling, funding, budgeting, coordination, financial planning, milestone monitoring, miscellaneous studies, analyses, and reporting activities. Controls and manages project milestones and budgets from preliminary stages through design, construction, and initial operations. Serves as the Contracting Officer Representative (COR) for HSTMVC contracts. Prepares contract specifications to include complex statements of work and obtains accurate and sufficient data to support continuation or cancellation of contractual obligations through quality monitoring. Establishes and oversees procedures for the receipt, review, and follow-up on requisitions for purpose for Federal and special funds. Service Contract Tracking - Works with project stakeholders to ensure that all necessary service contracts are in place at the adequate timeframe to ensure a seamless transfer of services from the existing space to the new space or, for new programs, all newly required service contracts are in place for a timely activation of the new facility (custodial, furniture, security, utilities, etc.). Commissioning - Coordinates with impacted service to ensure preparation to move on activation date - ensures that: service has applicable publications; appropriate directional and information signage is installed; public affairs notices are coordinated; and city/community services such as bus routes are updated. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-6. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience GS-11: One year of experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (GS-9). Examples of specialized experience include but are not limited to: Knowledge of a wide variety of complex contracting types and methods in order to recommend the means of improving execution against program plans. Knowledge of contract types, statements of work, contract terms and conditions, and other administrative procedures relating to government procurement of goods and services through contracted sources to provide advice and guidance to management on contracting methods. Knowledge of and skill to use evaluative methods and techniques for assessing current and/or future facilities and space utilization requirements. Knowledge of related facility support systems that drive unique space requirements such as medical system networks (i.e., Clinical Information System, Composite Health Care System, Medical Diagnostic Imaging Support System, etc.), telephone, wayfinding/signage, room status or nurse call systems, medical gas and emergency power systems. Knowledge of standardized administrative practices and procedures to identify, analyze, and recommend solutions to problems in facility operations, space planning, facilities maintenance and repair and contractual oversight. OR EDUCATION: Three (3) full academic years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree in a related field of study such as business administration (finance, accounting, auditing, marketing and business law) law, economics, criminology, political science, government, social science, communications, psychology, public administration or other related field. OR PH.D or equivalent doctoral degree in a related field of study such as business administration (finance, accounting, auditing, marketing and business law) law, economics, criminology, political science, government, social science, communications, psychology, public administration or other related field. OR LL.M., if related OR COMBINATION OF EXPERIENCE AND EDUCATION: You may qualify by a combination of qualifying graduate education and experience equivalent to that described above. Options for qualifying based on a combination will be identified in the online questions. You will be rated on the following Competencies for this position: Contracting/ProcurementPlanning and EvaluatingProject Management Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required due to meetings with both clinical and administrative services.
