The primary purpose of this position is to oversee a team of case managers and case coordinators and conduct nurse case management practices to ensure prompt recovery, expeditious return to duty or entry into the Integrated Disability Evaluation System (IDES) for all Air Reserve Component (ARC) members entered into the Air Force Medical Continuation program.

Duties

Serve as Subject Matter Expert (SME) for Medical Continuation Program concerning the full spectrum of Case Management practices. Conduct and coordinate the planning, development, execution, and monitoring for continuous process improvement of the Air Reserve Component Case Management Program. Exercises supervisory over military personnel. Facilitates a collaborative team approach to oversee the assessment, planning, implementation, coordination, monitoring and evaluation of the Medical Continuation program.

  • At a minimum, qualification requirements stipulated by the US OPM for the 0610 occupational series must be met
  • Must possess a current, active, full, and unrestricted license or registration as a Nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory or the United States
  • Certification from either the American Nurses Credentialing Center or the Commission for Case Management Certification is required
  • The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays
  • Work may occasionally require travel away from the normal duty station. The employee may be required to travel on military and commercial aircraft
  • Overtime and/or emergency overtime may be required, if authorized
  • Must be able to obtain and maintain appropriate security clearance
  • This position has been designated by the AF as a Testing Designated Position (TDP) under the AF Civilian Drug Demand and Reduction Program. Employee must pass initial and periodic short notice drug testing. Category III/Type 2/Code R

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions for Nursing Series 0610 +IOR. BASIC REQUIREMENT: Note: Employees currently assigned to positions in this occupational series as of September 2017, will be considered to have met the basic requirements for the position occupied. EDUCATION: A graduate or higher-level degree, bachelor's degree, associate degree, or diploma from an accredited professional nursing educational program is required. This education must have been accredited by the Commission on Collegiate Nursing Education, Council on Accreditation of Nurse Anesthesia Educational Programs, Accreditation Commission for Midwifery Education, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. Degree from Foreign Nursing School: Official certification from the Commission on Graduates of Foreign Nursing Schools is required for individuals who graduated from foreign nursing schools. LICENSURE: For all grade levels and positions, applicants must have passed the National Council Licensure Examination. In addition, they must possess a current, active, full, and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. In addition to meeting the basic requirement above, you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes: Working knowledge of Medical Treatment Facilities (MTF) operations, Medical Evaluation Board procedures, determinants of fitness, eligibility for disability compensation, and the full range of illnesses, injuries, or diseases and the interpretation of physical examination findings, evaluation of medical records, diagnostic tests, and patient interviews. Providing knowledge of a wide range of nursing and medical concepts, principles, theories, techniques, and practices to perform highly specialized clinical case management. Knowledge of professional Aerospace, Occupational, and Family Medicine practices, principles, and theories to carry full responsibility medical review on a wide range of complex and rare illnesses and injuries. Understanding and applying nursing theories and concepts as well as theories and concepts from other disciplines; serving on multidisciplinary teams to analyze and change organizational practices. Applying knowledge of Congressional legislation, Department of Defense, Department of Veterans Affairs, and Air Force policy guidance on all facets of medical and appeal processing for the ARC disability evaluation and medical continuation process; implementing and integrating multiple complex rule sets to secure a fair and equitable recommendation and management construct that will be acceptable by senior-level representatives. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of MTF operations, Medical Evaluation Board procedures, determinants of fitness, eligibility for disability compensation, and the full range of illnesses, injuries, or diseases and the interpretation of physical examination findings, evaluation of medical records, diagnostic tests, and patient interviews. Ability to work harmoniously with all levels of personnel inside and outside Department of Defense. Ability to negotiate complex issues; and maintain good working relations. Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for top management use and decision-making. Skilled in preparing written communication/presentations and effective verbal and written skills. 2. Professional knowledge of a wide range of nursing and medical concepts, principles, theories, techniques, and practices to perform highly specialized clinical case management. Knowledge of professional Aerospace, Occupational, and Family Medicine practices, principles, and theories to carry full responsibility medical review on a wide range of complex and rare illnesses and injuries. 3. In-depth knowledge is required to understand and apply nursing theories and concepts as well as theories and concepts from other disciplines. Incumbent will use these theories to problem solve, approach complex medical decisions making an impact to practice. Decisions involve high operational tempo environment where guidance and policy changes are frequent and may at times be conflicting. Serve on multidisciplinary teams to analyze and change organizational practices. Implement and/or intervene to improve the health of entire populations and promote disease prevention. 4. Thorough knowledge of Congressional legislation, Department of Defense, Department of Veterans Affairs, and Air Force policy guidance on all facets of medical and appeal processing for the ARC disability evaluation and medical continuation process. Ability to implement and integrate multiple complex rule sets to secure a fair and equitable recommendation and management construct that will be acceptable by senior-level representatives. Ability to apply relevant laws, executive orders, regulations, policies, and concepts relating to MEDCON. Ability to analyze problems, develop solutions, complete studies, and reports, and initiate new process and methods. Ability to plan and execute complex and multi-faceted objectives and plans. 5. Knowledge of medical and non-medical case management, and the ability to apply a thorough working knowledge and understanding of case management tracking systems along with Department of Defense and Department of the Air Force medical database systems. Knowledge of senior-level medical and adjudicative management concepts, principles, practices, and techniques in order to provide effective operations in the medical continuation process. 6. Ability to collect, organize, record, and communicate data relevant to primary health assessments including a detailed medical history, a physical examination and selected laboratory tests. Incumbent must possess excellent verbal and written communication skills, cultural competency techniques, and knowledge of diagnostic and therapeutic health services. Incumbent is frequently called on to assist with resolution of complex health care problems. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
