The incumbents will support the ASD(NCB) as the Staff Directors for the Department of Defense (DOD) Under Secretary-level governance bodies that govern, coordinate, and integrate Nuclear, Chemical, and Biological defense Department-wide activities.

This position is being filled under Direct Hire Authority (DHA) in accordance with Section USD(P&R) memo of Oct 15 2021, Expansion of Direct Hire Authority for Certain Personnel of the Department of Defense, Per 3. Covered Positions e. any category of acquisition positions within the DoD designated by the Secretary as a shortage or critical need category, as outlined in Table 1. Acquisition Career Fields- Engineering (ENG).

Incumbents typical work assignments may include the following:
In support of the ASD(NCB), the incumbents serves as Staff Director for the Department of Defense (DOD) for the Under Secretary-level governance body to govern, coordinate, and integrate Department-wide activities.
Provides governance secretariat support for senior decision forums such as the Biodefense Council, Chemical and Biological Defense Governance Bodies, and others as directed. Develops and maintains work plans to best support the governance bodies and leverages a best practices model to support the ASD(NCB) and DASD(CBD).
Manages, coordinates, organizes and prepares for the council meetings, activities and initiatives; prepares, staffs and tracks the read-ahead and summary of conclusions and actions/tasks; establish protocols and standard operating procedures; oversees, analyze, review and QA/QC of products; and ensures coordination with and linkage between the related Defense-wide Governance bodies.
Leads, directs, and/or oversees cross-organizational or cross-functional working groups, teams, or other integrated groups, often in a federated environment in managing support actions.

- Employee must obtain/maintain a Special Sensitive (Top Secret/SCI) security clearance

- DAWIA (Back to Basics) Certification: Position requires DoD Acquisition Program Management Practitioner level certification within 60 months of entry into position and must acquire 80 Continuous learning Points every 24 months.
- This is a Critical Acquisition Position: Incumbent will be required to sign a written tenure agreement to remain, for a minimum of three years, in the Federal Service in the Critical Acquisition Position.

You may qualify at the NH-04 (equivalent GS-14/15) level, if you fulfill the following qualification requirement:
One year of specialized experience equivalent to the NH-03 (GS-13) grade level in the Federal service (experience may have been gained in the private or military sector).
Manages, and/or mentors a diverse workforce on complex problems to resolve organizational issues for a Chemical and Biological Defense Program International Programs.
Applies project management principles, methods, and tools to develop, schedule, coordinate, monitor, inspect cost, work, and performance for a defense acquisition program.
Develops strategies and plans on Chemical and Biological Defense international programs for Executive branch policy and legislative initiatives.
Oversees Plans, Programs, Budget, and Execution (PPBE) process, Program Objective Memorandum, Five Year Defense Plan, Defense Guidance, and related defense acquisition processes in support of a chemical and biological portfolio.
