Supervises and manages the overall technical and administrative operations of a large multidisciplinary Radiology Service to meet the needs of the patients and the overall good of the service. Plans, directs and controls the technical and administrative programs and supervises FTEE Diagnostic Radiology Technologists, including contract technologists. The work operations are of such scope, volume, and complexity that they are carried out by subordinate supervisors and team leaders.

Duties

The incumbent provides technical, professional, and administrative management as delegated by the Chief of the Radiology and Imaging Program Administrator. The incumbent is the administrative and supervisory liaison between the sub-areas of the Radiology Service and other services within the Medical Center. The incumbent must have an extensive knowledge of the functions of all aspects of the Radiology Service. He/she coordinates Radiology Service activities with other Medical Center services, and other Medical Centers. Incumbent coordinates the activities of all assigned sections of the Radiology Service. Develop and implement competency-based milestones for each technologist in conjunction with a lead technologist or designee in each of the modalities enumerated above. Set annual testing and reviews of competencies for each technologist or works with a designee in each modality to test and review competency and document results. Assigns and explains work requirements and operating instructions to subordinate supervisors and team leaders. Sets deadlines and establishes the sequence of work operations to be followed. He/she serves as a liaison between line supervisors, team leaders, and the Chief of Service by keeping them informed of all section's activities, ensuring that these sections are properly maintained, ensuring sections are performing their share of the workload, receiving proper guidance and supervision, and maintaining proper standards of efficiency, production, and good public relations. Advises employees of performance requirements and keeps them informed of their progress in meeting these requirements. Holds corrective interviews with employees regarding inadequate performance or conduct, as necessary. Analyzes work plans developed by team leaders and monitors the status of their work in relation to the overall schedule requirements, including unanticipated or emergency requirements. Resolves work problems presented by subordinate supervisor and team leaders and conducts their performance appraisals, as w ell as the performance appraisal of all diagnostic radiology technologists. Listens to and acts on group grievances and employee complaints not resolved at a lower level. Works with union representatives on matters involving action by an immediate supervisor. provisions of personnel management programs where well Implements established procedures exist such as EEO, career development plans, departmental policy and procedures, award and incentive programs, grievance procedures and safety practices. Oversees all serious disciplinary cases to ensure VA and agency policies are carried out. Assures adequate technologist staffing for all sections on all shifts. Creates holiday coverage schedule for the coming year in advance and provides schedule to technologists, assigns coverage for scheduled annual leave and sick leave call in, creates annual holiday coverage schedule, posts holiday excused schedules for all technologists on irregular tours, creates monthly room assignments. Resolves schedule conflicts an d exercises leadership to minimize patient delay and inconvenience. Through subordinates, ensures all sub-areas patient' s waiting time for the study is in accordance with the established threshold set by the VA Inspector, VA Central Office, and Radiology Service directives. Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Certification: Must be certified in general radiologic technology by the American Registry of Radiologic Technology (ARRT)(R). NOTE: Experience is only creditable if it was earned after completion of the basic ARRT certification requirements. Experience as a graduate DRT is creditable provided the candidate functioned as a DRT and subsequently passed the certification examination. Education: Completion of a full-time training course of at least 24 months duration (or the equivalent) in a post-high school diagnostic radiologic technology program, evidenced by a certificate or an associate degree, accredited by the Joint Review Committee on Education in Radiologic Technology (JRCERT) or from other accrediting agencies recognized by the Department of Education. English Language Proficiency: Must be proficient in spoken and written English in accordance with VA policy. Grade Determinations: In addition to the basic requirements for appointment, the following criteria must be used when determining the appropriate grade assignment of candidates: GS-12 Experience. Completion of at least 1 year of qualifying experience equivalent to the GS-11 grade level. Qualifying experience would include (NOTE: this experience must be detailed on your resume to be found qualified for this position): Responsibility for department's annual budget preparation and execution. Implementing and coordinating the Joint Commission (TJC) and all other external or internal review programs. Maintaining and advising on department's imaging equipment inventory listing. Overseeing all imaging equipment purchases, to include contract preparation and vendor negotiation and related procedures required to complete the process. Managing subordinate staff by assigning workload, ensuring production standards are met, reviewing/approving leave requests, conducting performance appraisals, and effecting disciplinary action, as needed. Developing, implementing, and evaluating policies and procedures governing radiology activities within the department. Knowledge, Skills, and Abilities (KSAs) for Supervisory Diagnostic Radiologic Technologist. Applicants at this grade level must also meet the following KSAs and demonstrate the potential to acquire the assignment specific KSAs designated by an asterisk (*): 1. Ability to perform the full range of supervisory duties, including responsibility for assignment of work performed; performance evaluations; recommendations for appointments, awards, advancements, and, when appropriate, disciplinary actions; and identification of continuing education and training needs. 2. Ability to serve as a consultant to other facility personnel in evaluating and planning radiologic technology services for the most complex cases. 3. Ability to participate in research studies and/or as a consultant to others conducting research. 4. Ability to consult with staff and resident physicians through patient presentation, attending ward rounds, and specialty clinics and/or conferences, etc. 5.
