This position is located at the Wagner IHS Health Center, Wagner, SD. The purpose of this position is to develop, implement, monitor, and evaluate the Service Unit's quality assurance/performance improvement and risk management programs. The incumbent provides organizational support, program assessment and compliance, and performance improvement processes consistent with the mission and goals of the organization. Incumbent monitors the Medical Staff credentialing process.
Duties
Works on a daily basis with the Chief Executive Officer, Administrative Officer, Clinical Director, Director of Nursing, and other key staff members who are responsible for the Service Unit executive management and leadership roles in decision-making and policy formulation process for the ambulatory programs and health care delivery systems.
Provides coordination, direction, organization, planning, management, and training of the QAPI & Risk Management (RM) Program with all staff. Submits an annual QAPI plan to the Governing Body.
Monitors each department for compliance with particular accrediting and regulatory organizations, e.g. Accreditation Association for Ambulatory Health Care (AAAHC), Government Performance Result Act (GPRA), Centers for Medicare and Medicaid Services (CMS), etc. Responsible for the development of corrective action plans for submission to leadership and Governing Body. Reviews and maintains all pertinent reports, attends related meetings, and regularly reviews databases, health records, and documented procedures.
Directly supervises the Infection Control Nurse and Supervisory Facility Operations specialist/Safety Officer. The incumbent plans work to be accomplished by subordinates and prepares schedules for completion of work; assigns work to subordinates based on priorities and capabilities of employees; evaluates work performance of subordinates; advise or counsel employees on work and administrative matters; interview candidates for positions, recommend appointment, promotion, or reassignment to such positions; hear and resolve complaints from employees; effects minor disciplinary measures, such as warnings and reprimands; identify training needs of employees; approves leave, etc.
Performs management analysis, development, advisement, planning, evaluating and administration of the quality assurance and performance improvement (QAPI), compliance programs and facility oversight programs. Consolidates and integrates management information into reports, proposals, plans, and policies and procedures.
Qualifications

In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below.
MINIMUM QUALIFICATIONS:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level (GS-11) in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Knowledge of Quality Assurance Performance Improvement (QAPI) and/or Risk Management (RM) projects related to patient care, taking on tasks that help achieve project goals; gathering and analyzing data, and preparing reports following the Failure Mode and Effects Analysis (FMEA) process and Root Cause Analysis (RCA); and thorough working knowledge of Joint Commission standards, CMS Conditions of Participation (COP's) and EMTALA regulations.
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
