The Fisher House Program provides temporary accommodations and support for families, support persons and Caregivers of Veterans and Active Duty Military receiving treatment at major military and VA medical facilities. VA Fisher House accommodations are provided at no cost to guests and located within walking distance of the treatment facility. The Housing Manager serves as supervisor of the Fisher House program reporting directly to the facility Deputy Director.

Duties

Major duties include: Reports Fisher House program operations and status directly to the National Program Manager, VA Fisher House program located in VA Central Office. Responsible for the financial, operations and managerial processes involved with the Fisher House program. Utilizes resources to effectively and efficiently maintain services to achieve VA facility, Fisher House Foundation and VHA program goals. Builds and manages workforce based on program goals, budget considerations, and staffing that supports optimal program operations and the needs of the Fisher House program and guests. Collaborates with Facilities Management, Engineering, Interior Design and facility leadership to develop and manage long and short range Fisher House budgets including costs of daily operations, maintenance and periodic refurbishments. Reviews current expenditures of operations and maintenance functions, estimating cost and developing and managing the annual budget to accomplish the operations and functions. Provides timely guidance and leadership to Fisher House staff members, volunteers and supporting stakeholders on information, guidance and acting as a mentor on all matters concerning the operational needs and support elements of the Fisher House program. Accounts for house guests, numerous volunteers and employees and provides morning updates to leadership and directly to the National Fisher House Program as requested on house usage and availability status daily. Provides a comfortable environment for Veterans, Active Duty Servicemembers, their family members and caregivers to relax and socialize during the Veteran's hospitalization or extended episode of care. Oversees the day-to-day operations of the Fisher House Program to include creating and maintaining a staffing schedule, creating and maintaining an activity calendar; scheduling activities and volunteer events to support Fisher House guests; and scheduling transportation for Veterans and families. Coordinates with the facility Public Affairs Officer for any Fisher House media and public affairs issues. Participates in facility committees to determine unmet needs of Veterans and their families. Conducts management reviews of the Fisher House program to identify problems and initiate corrective actions. Informs the National VA Fisher House Program Office and Fisher House Foundation of public affairs issues requiring national visibility. Serves as a primary medical facility representative and community partner liaison to the community at large regarding Fisher House matters. Conducts Fisher House tours, some on short notice, to visiting dignitaries from Federal Agencies (Congressional, DoD, VA) and nationally recognized organizations. Prepares program brochures for community use. Writes articles focused on the local Fisher House program for nationally and locally published magazines and newsletters. Develops VA medical facility memorandums and standard operating procedures for the Fisher House program and supporting elements. Represents the Fisher House at conferences and community events with special interest groups, and other agencies. Coordinates chaplain referrals, case management referrals, patient advocate referrals, nurse manager referrals, social work services referrals, financial referrals, and childcare and transportation referrals. Develops a good working relationship with the national Fisher House Foundation to coordinate support for Veterans and their family members. Provides a safe and comfortable environment for Veterans, Active Duty Servicemembers and their support persons to relax and socialize outside of the clinical hospital setting. Provides administrative and task supervision to staff, volunteers and contractors assigned to the Fisher House program. Makes decisions on work problems presented by subordinates and sets priorities and schedules. Performs other related duties as assigned. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/02/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Preferred experience: VA Fisher House operations. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Specialized experience is experience in managing all aspects of a program, including using resources to effectively maintain services, overseeing day-to-day operations, conducting training on program operations, responsibility for government funding and budgets, writing articles for publication, developing memorandums and standard operating procedures, communicating the program mission to stakeholders, and collaborating with stakeholders to carry out the program mission. Stakeholders include VA facility senior management, other VA facility service lines and community partners. You will be rated on the following Competencies for this position: CommunicationsLeadershipOrganizational Awareness Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Work is generally sedentary; however, it requires a fair amount of standing, walking, walking up and down steps, and bending. The Housing Manager may be required to approximately lift 25-50 pounds.
