The primary purpose of this position is to conduct or direct activities or assist higher levels on challenging and innovative program development with only general guidance on policy, resources and planning; develops solutions to highly complex problems requiring various disciplines; responsible for fulfilling program objectives. Results are authoritative and impact programs or the well being of substantial numbers of people.
Duties
1. As a senior attorney, advise the Space Launch Delta 45 Commander, as well as subordinate and tenant unit commanders and managers, on commercial and contract law, fiscal law, and ethics as well as related general law matters.
2. Assess and evaluate for legal compliance, legal sufficiency, and/or advisability, local policies and practices, proposed actions and decisions, official conduct and authority, commercial transactions, draft documents and publications, investigations, responses to inquiries, public statements, plans, and initiatives.
3. Evaluate claims by and against the government arising out of contracts and contract actions, assess legal risk, and recommend disposition. Coordinate with appropriate Air Force and/or Dept of Justice litigation teams when appropriate.
4. Serve as legal counsel for SLD 45 acquisition programs.
5. Provide legal advice and guidance during all stages of acquisition and procurement management, involving multimillion and billion dollar contracts for SLD 45 and the Air Force Agency for Modeling and Simulation (AFAMS).
6. Review contract actions, to include acquisition plans, statements of work, performance work statements, construction drawings and other specifications, solicitations, amendments, modifications, construction contractions, service contracts, supply contracts, and non appropriated fund solicitations and contracts.
7. Review final decisions of contracting officers under the Contract Disputes Act, advises on contract claims by the Government, and the demands for relief by contractors, e.g. ratification actions, equitable adjustments, requests for extraordinary relief, and breach of contract claims.
8. Relating to contract law litigation, represent the Government's position in direct dealings attorneys from leading Washington, DC, and national law firms in bid protests, contract disputes, and other contract litigation issues.
9. Prepare cases for trial before the Armed Services Board of Contract Appeals, the General Services Board of Contract Appeals, the US Court of Federal Claims, and United States District Courts.
10. Review contract actions to ensure SLD 45 uses the appropriate and proper appropriations and funding.
11. Interpret contract language, federal laws and regulations, including DoD and DAF policies and regulations, to advise and recommend on proper processes and rights of the government with respect to contractual rights in property and data such as ensuring deliverables are received and properly marked.
12. Responsible for building ethics reference library, organizing and tailoring frequently used templates, and coordinating with other ethics experts.
13. Identify ethical risks with SLD 45, provide initial and annual ethics training for all required employees, and maintain delegated authority from Designated Agency Ethics Official for SLD 45 designated ethics counselors.
14. Provide legal assistance, on a defined and recurring basis, to the community of eligible recipients served by the legal office.
15. Act as a resource and subject matter expert to junior uniformed attorneys in the areas of government contract law and procurement.

- Employee must be a graduate of a law school accredited by the American Bar Association, and be currently licenses as an attorney, in active (or equivalent) status and in good standing, with the bar of a U.S. state, territory, or commonwealth.

- Employee must be able to obtain and maintain a Top Secret security clearance.

- Attorney appointments are subject to serve a one-year probationary period.
- Employee may be required to travel for temporary duty away from home station.
- Employee must file an Office of Government Ethics (OGE) Form 450, Confidential Financial Disclosure Report, upon appointment and annually thereafter.
- Employee must sign statements acknowledging this position is designated by the Department of Air Force as a Testing Designated
Position (TDP) under the Air Force Civilian Drug Testing Program.
- As a mandatory requirement for employment in this TDP, the incumbent is to refrain from use of illegal drugs and if required, submit to urinalysis testing.
Qualifications
GENERAL REQUIREMENTS:
You MUST have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD).
In addition, at the time of application, you must provide proof, dated within four months of application, of "active" status with a bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia. On-line information is allowed as long as it shows that you are in "active" status.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

9. Ability to advise and counsel others of the application of laws, regulations, case law, and other sources of law to specific sets of facts.
10. Deep understanding of the Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulations (DFARS), Air Force Acquisition Regulations (AFFARS), GAO case law, and federal court case law, including (but not limited to) the Court of Federal Claims (COFC) and the Armed Services Board of Contract Appeals (ASBCA).

Education
Must be a graduate of a law school accredited by the American Bar Association, and be currently licensed as an attorney, in active (or equivalent) status and in good standing, with the bar of a U.S. state, territory, or commonwealth. The attorney must maintain such bar membership in at least one jurisdiction during the entire course of employment with the Air Force.
