The Chief of Administration/Business Manager is the principal advisor and management consultant to the Superintendent and park management team for administrative matters. The incumbent is responsible for advising the park management team and staff on all administrative matters in the park and guiding management and staff of the park toward effective management of the park's business.
Duties
Performs these functions and advises the superintendent and leadership team on the parks' policies, decisions, and actions in the areas of budget management, administrative services, planning, human resources, property, agreements and information management.
Plans, analyzes, develops, and monitors the development of park-wide plans, programs, procedures, operating policies, internal controls and program goals.
Coordinates, participates, and oversees negotiation of cooperative agreements with other Federal agencies, other government, public, private and non-profit institutions.
Oversees the parks' revenues and spending in balance through authoritative advice.
Possibly supervises and directs the work of a staff of specialists, technicians and clerks, and recruits and hires subordinate administration staff.
Qualifications

Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.
To qualify for this position at the GS-11 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:
EXPERIENCE: Have one year of specialized experience equivalent to the GS-9 level in the federal service. Specialized experience at least equivalent to the GS-09 level in the Federal Service. Specialized experience may include providing a wide variety of administrative services to enable efficient operation of a business or program office; analyzing work functions and processes and identifying process improvements; planning and coordinating budget and financial plans and operations; or developing and formulating alternative solutions to administrative matters. You must include hours per week worked.

EDUCATION: Possess a Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a degree in a field of study that is directly related to the work of the position, which demonstrates possession of the knowledge, skills, and abilities needed to do the work of this position. Directly related graduate study may include, but is not limited to business administration, accounting, governmental budgeting, and/or public administration. (Three years of graduate education is 54 semester hours or 81 quarter hours). You must include transcripts.

COMBINATION: Have an equivalent combination of such education and experience. For example, I have six months of the specialized experience described (50% of the experience requirement), and 45 semester hours or 68 quarter hours of directly related graduate level education in an accredited educational institution (50% of the qualifying education). You must include transcripts.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify based on education, you must submit a legible copy of transcripts from an
accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.
If you are using
education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
