Duties

In this position, the Historian ensures that historic built environment resources are given full consideration in assigned projects in the Corps’ Civil Works and Military programs of planning, design, construction, and operation. Work is assigned in terms of overall objectives and mission requirements with incumbent expected to accomplish the work with a high degree of independence and within scope, schedule and budget. Work is reviewed from an overall standpoint in terms of feasibility, compatibility with other work, or effectiveness in meeting requirements or expected results. Guidance includes local procedures; agency regulation, policies and directives; and national and State environmental resource laws. For assigned projects, the incumbent generally acts with independence in matters regarding historic structures and buildings and coordinates internally as a member of the Regional Planning and Environment Division North (RPEDN) team. The primary function is to emphasize the identification, evaluation, and treatment of historic structures and buildings. Perform field duties to ensure built-environment resources are given full consideration in a Civil Works and Military program of planning, design, construction, operation, and permit evaluation, and in execution of RPEDN project assignments.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Basic Requirement for Historian 0170 Series: Degree: Bachelor's degree (or higher degree) in history; or related field that included at least 18 semester hours in history. OR Combination of Education and Experience: Courses equivalent to a major in history, or a major in a related field that included at least 18 semester hours in history, plus appropriate experience or additional education. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: GS-11 Specialized Experience: One year of specialized experience which includes meeting THREE OF THE FOUR FOLLOWING: 1) Apply concepts, methods, and/or techniques of preserving historic properties in accordance with the National Historic Preservation Act (NHPA) or other relevant laws, policies, and standards; 2) experience making determinations of effect, to identify potential impacts to historic properties; 3) identify and/or evaluate the eligibility of historic properties (including cultural landscapes and historic buildings, linear resources, structures and sites, and their component parts) for inclusion on the National Register of Historic Places (NRHP); and 4) write technical documents on historic property issues. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: History. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. GS-12 Specialized Experience: One year of specialized experience which includes meeting FOUR OF THE FIVE FOLLOWING: 1) Apply concepts, methods, and/or techniques of preserving historic properties in accordance with the National Historic Preservation Act (NHPA) or other relevant laws, policies, and standards; 2) experience making determinations of effect, to identify potential impacts to historic properties; 3) identify and/or evaluate the eligibility of historic properties (including cultural landscapes and historic buildings, linear resources, structures and sites, and their component parts) for inclusion on the National Register of Historic Places (NRHP); 4) write technical documents on historic property issues; and 5) develop approaches to management of historic properties and their physical attributes, systems, and/or use that are compatible and sensitive and aimed at retention of resource integrity and historical significance. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
