THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a HR SPEC (HRD) (TITLE 5), Position Description Number and is part of the NC HRO, National Guard (JFHQ-HRO / Manning Document 172D-227). (**Primary purpose of this position is to perform developmental assignments 11/12**)

Duties

As a HUMAN RESOURCES SPECIALIST (HUMAN RESOURCE DEVELOPMENT), GS-0201-11, you will serve as the state's principal human resource development advisor and consultant to key management on the full range of human resource development (HRD) options for a variety of professional, administrative, technical, and trades and labor occupations; develop policy and procedures at the state level for identifying organizational and individual training needs, training opportunities, and sources of needed training for positions in technical, professional, administrative, managerial, and skilled occupations; provide advice and guidance on technician training issues related to program requirements to successfully accomplish the state National Guard mission; continually evaluate in-house courses to determine where guidelines need to be developed, course materials modified, and how students could better be served; formulate, develop, implement and administer new or modified policy, systems, methods, and guidance on a variety of functions based on analysis of new or proposed laws, regulations, and policies to determine the impact on training and/or travel of technicians; ensure optimum use of and control of Army National Guard (ARNG) and Air National Guard (ANG) federal financial resources; serve as a consultant to other directorates in planning and conducting in-house training and serves as course administrator for courses conducted by HRO to include contracting for speakers, instructors, facilities, refreshments, advertising, documenting attendance and analyzing evaluations; serve as state quota management officer for National Guard Professional Education Center courses and OPM development center courses; analyze management information requirements and develops, revises, and adapts reporting systems to provide appropriate information to key personnel including NGB, OPM, and other government agencies; procure, maintain accountability, and currency of training materials; serve as liaison between ARNG and ANG in workforce training; serve as subject matter consultant to outside organizations converting traditional classroom courses to distributive learning and distance learning formats; perform other duties as assigned.

Qualifications

GENERAL EXPERIENCE: Experiences gained through civilian and/or military technical training schools within the human resources business programs are included as general experience qualifications. An applicant must have a validated understanding of the basic principles and concepts of the occupational series and grade. SPECIALIZED EXPERIENCE: Must have at least one year specialized experience at the GS-09 level or the equivalent which provided me a working knowledge of National Guard missions, organizations, and federal civilian or military personnel programs. Must have experience in executing personnel programs and Human Resources Information Systems (as applicable to Human Resources Specialist for Development). Experience in performing personnel program requirements that involve advising supervisors and managers. Experience in completing accession planning and processing. Experience in advertising positions, processing assignments or reassignment actions.
