Duties

WHAT IS THE CHIEF FINANCIAL OFFICER DIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: The Chief Financial Officer, Deputy CFO, Senior ACFO Financial Management, Policy & Data Analytics, Audit Coordination & Quality Control. The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position. Reviews and interprets federal legislation, rules, standards, and regulations pertaining to accounting and financial management. Analyzes and evaluates agency-wide accounting operations, policies, procedures, and systems for compliance with standards and internal controls. Participates in the design of and implements and assesses internal control processes and systems pertaining to agency-wide accounting and financial management activities. Prepares, analyzes, interprets, reviews, and presents accounting data, reports, and financial statements. Provides technical support to the financial statement audit. Applies cost accounting methodologies to agency-wide data and systems, in partnership with business units, to report the cost of major activities for management information purposes.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE: GS-12 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes: demonstrated professional knowledge of federal accounting principles and techniques to ensure compliance; analytical and evaluative methods applicable to administering accounting and financial management programs; Experience applying theories, techniques and practices of change management, project management, and business process re-engineering techniques to improve quality effectiveness; automated accounting systems and related systems (e.g., payroll) to ensure proper application of accounting standards and practices; Experience with a wide range of data gathering techniques and their use with technical program areas to ensure quality of analyses. In addition, your experience should include providing program and technical leadership to assess the effectiveness of systems, programs, and policies; Improving existing business processes; and resolving accounting problems and issues; Experience with analytical and problem-solving techniques directed toward improving accounting program efficiency and effectiveness; and experience making decisions regarding the best approaches to assure functional efficiencies. AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
