About the Position: As the senior construction representative, the incumbent is responsible for assigned function of surveillance of contract Quality Assurance and safety polices for, military construction projects located within the assigned area.
Duties
Reviews plans and specifications for proposed projects to determine practicability from a construction viewpoint and whether physical obstruction or other construction difficulties have been anticipated.
Participates in pre-construction conferences to discuss principle construction features and requirements, in terms of methods and equipment operations.
Reviews specifications for clearing of land, excavation, building of access roads etc.
Reviews contractor's proposed working schedules for logic, adequacy, and to determine construction schedules will be met.
Compiles at-the-site data and makes recommendations for contract modifications to solve problems requiring design changes, changes in materials or construction methods.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Valid Driver's license required.
- Incumbent may be required to drive a government vehicle or travel by other means.
- Work outside the office involves exposure to varying weather conditions, walking over rough, uneven surfaces, climbing, stooping, bending, and entering confined spaces, requiring use of hard hats and appropriate safety gear.

In order to qualify, you must meet the experience requirements described below. You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes oversight of facilities and infrastructure construction and construction quality management. Experience in construction contract oversight, (such as inspections, safety, scheduling, interpreting plans and specifications, and pay estimates.) This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
