This position is located within Research and Development Service, at the VA Palo Alto Healthcare System. This position serves as the National Study Coordinator and will oversee multiple critical aspects of a large VA Cooperative Study Program project.
Duties

The primary purpose of the Health Science Specialist is to lead the activities of the research team (Data Analysts, Programmers, Biostatisticians), and to provide scientific and technical knowledge and support to Research activity at the VA Palo Alto Health Care System. Duties will include, but may not be limited to the following:
Implements protocol and/or data abstraction, data collection, and data management procedures related to research priority projects.
Liaisons with the study biorepository and management of collected biospecimens for quality control.
Performs computer programming to develop data analysis programs in SAS, Perl, Python and R.
Organizes data collection processes, statistical analysis and data management, summarizing research data using computerized programs.
Maintains records on planned analysis, interim results and final analysis.
Develops, tests, maintains enhancements of data quality control reports.
Assists staff with development, review, implementation, and maintenance of data management work instructions and work practice guidelines.
Conducts complete evaluations of planned work which includes an evaluation of the research plan.
Securing access to data from the appropriate sources, such as patient medical records, sequenced genomic data, other molecular data, and other public health databases.
Establishes goals and objectives for each initiative and identifies performance measures indicative of success.
Manages communications and changes to the scope, direction, and processes of these initiatives.
Ensures compliance with all protocol documents.
Reviews regular project status reports and statistical data to verify compliance with research reporting.
Performs other duties as needed.
Work Schedule: Monday-Friday, 8:00am-4:30pm

NOTE: This is a TERM appointment (not-to-exceed _4yrs__). Term appointments are non-status, nonpermanent appointments of limited duration (more than 1 year but not more than 4). Term employees are eligible to earn leave and generally have the same benefits as permanent employees including health and life insurance, within-grade increases and Federal Employees Retirement System and Thrift Savings Plan coverage. Term appointments may be extended without further competition (up to the 4-year maximum). The appointment to a Term position does not confer eligibility for promotion or reassignment to other positions or the ability to be non-competitively converted to permanent employment.
Qualifications
BASIC REQUIREMENT (TRANSCRIPT REQUIRED): Bachelor's or graduate/higher level degree with a major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.
AND, in addition to the Basic Requirement, applicant(s) must meet at least one of the following additional qualification requirements:
SPECIALIZED EXPERIENCE: Requires one year of specialized experience equivalent to at least GS-9 grade level in the Federal service that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience includes: Projects include analysis of samples and data collected from participants with the goal of identifying common genetic variants and molecular markers related to human disease. Maintains records on planned analysis, interim results and final analysis. Arranges and conducts complex literature searches focused on new statistical methods. SUBSTITUTION OF EDUCATION FOR EXPERIENCE (TRANSCRIPT REQUIRED): Successfully completed three years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. Education must have provided the knowledge, skills, and abilities necessary to do the work of this position.

COMBINATION OF EDUCATION AND EXPERIENCE (TRANSCRIPT REQUIRED): Combinations of successfully completed graduate level education and specialized experience may be used to meet total experience requirements. Only progressively higher-level graduate level education in excess of a Master's degree (excess of 2 years) may be combined with experience.

Physical Requirements/Work Environment:
The work is primarily sedentary. The incumbent uses a computer and standard office equipment to complete tasks. Physical activity involves walking, bending, or stooping, climbing stairs, carrying supplies. No special physical demands are required to perform the work. The work is performed in an office and/or clinic setting requiring no special considerations beyond accepted standards of safety. The work area is adequately lighted, heated and ventilated. On occasion the individual will require traveling.
