Reclamation is seeking a career professional looking for an opportunity to capitalize on their expertise as a Audiovisual Production Specialist. Make a difference in the West by assisting in meeting increasing water demands while protecting the environment. Duty Location: Sacramento, California

Duties

Directs the conceptualization of visual and audio content using innovative and creative techniques to effectively convey the theme of the production. Develops story boards and/or scripts in collaboration with public affairs staff and SMEs to enhance productions. Reviews all work to ensure that the final audiovisual product achieves the desired professional-level program objectives. Operates complex video and audio editing systems equipped with a tape, digital, digital and disk audio system, and computer non-linear editing systems. Captures aerial photographs from fixed wing and rotary aircrafts for use in Public Affairs materials, technical reports, and surveys. Act as Pilot-In-Command (PIC) and observer on the Regional Unmanned Aircraft Systems (UAS) Team. Executes Department of the Interior (Interior) UAS Missions and flights to capture footage and photography for use in public affairs visual products and support of technical projects and infrastructure management by capturing, analyzing, and disseminating aerial photography, imagery, and related data.

To be eligible for consideration, you must first meet the Basic Education Requirement for this position. Basic Requirements: All applicants must meet the following basic requirements: (NOTE: Must submit copy of transcripts from an accredited institution to support). A. Undergraduate and Graduate Education: Major study -- photography, radio or television production, motion picture production, or other fields related to the position. Advanced training in a vocational school, technical institute, or art institute above the high school level in one of these fields is creditable as general experience on a month-for-month basis. OR B. Possess at least one (1) year of specialized experience in the actual type of work for which application is made. Unpaid experience is creditable, provided the work done was of a quality level and demonstrated the ability required for the position. This includes work directly connected with the production aspects of the field(s) of the position to be filled. In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the specialized experience requirement - this information must be clearly supported in the resume. GS-09 Qualifications: To qualify at the GS-09, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-07 level in federal service having demonstrated experience but not limited to: Basic knowledge of the principles, practices, methods, and techniques for all phases of audiovisual productions and editing from inception to completion; fundamental understanding of the latest technical broadcast standards and techniques, including all phases of the audiovisual productions to advise, direct, edit and produce recordings for meetings and conferences; ability to communicate orally and in writing and maintain equipment inventory. GS-11 Qualifications: To qualify at the GS-11, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-09 level in federal service having demonstrated experience but not limited to: Basic knowledge of the principles, practices, methods, and techniques for all phases of audiovisual productions and editing from inception to completion; fundamental understanding of the latest technical broadcast standards and techniques, including all phases of the audiovisual productions to advise, direct, edit and produce recordings for meetings and conferences; ability to communicate orally and in writing, manage photo and video collection and maintain equipment inventory. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all Eligibility and Qualification requirements, including any selective placement factors if applicable, by 09/25/2023.

Education

This vacancy announcement allows substituting education for experience at the GS-09/11 grade levels. You must submit a copy of college transcript(s) (unofficial copy is acceptable) to support claimed education if substituting education for experience. Transcripts must include the name of the college or university and date the degree was conferred. A typed list of courses, grades, semester/quarter hours, GPA, etc. will not be accepted. Non-submission may result in being rated not-qualified for the position.

You will be required to provide official college transcripts to verify educational qualifications, if selected. An official transcript must be sent directly from the University's Registrar's office and must be provided from the institution awarding the degree. Academic transcripts certified by notary publics are NOT official. Official transcripts must be submitted prior to reporting to work as a condition of employment. Accreditation: Only education from an accredited college or university recognized by the Department of Education is acceptable to meet education requirements or to substitute for experience, if applicable.
