About the Position: This position is located at the Rock Island Arsenal, Rock Island, Illinois.
This position will be filled on a permanent basis.
Duties
Advise officials concerning position management issues and serves as the delegation of classification authority (DCA) official's technical advisor for the Command's position management program.
Review civilian personnel actions to ensure compliance with laws, regulations, negotiated policies, and local policies. Adjust and re-write local policies to increase efficiencies and strengthen the civilian personnel programs.
Conduct in-depth, complex studies of special interest to the Command in order to resolve or anticipate difficult/controversial CPM program issues
Recommend changes to the civilian personnel management program to comply with new policies or to improve recruitment and retention efforts across the command.
Receive inquiries from field commanders, Army Commands (ACOMs), and CPOs regarding difficult/time-sensitive issues in the execution of the Command's civilian personnel management (CPM) objectives and priorities.
Communicate with high level officials, including general officers, offering advice and options for meeting civilian personnel management goals.
Develop comprehensive plans for adapting the civilian workforce to meet changing missions, changing resources, or other strategic organizational goals.
Requirements
- One-year supervisory probationary period may be required.
- Must be able to obtain and maintain Secret clearance.

Specialized Experience required for GS-13: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled, such as: (1) Performing management advisory and evaluation of a full range of civilian personnel activities (e.g.i.e., classification, position management, recruitment, non-competitive personnel strategies, workforce reshape and reorganization); (2) Providing HR advisory and technical services on HR matters (e.g.i.e., performance management, employee recognition, professional development/training, pay, leave, hours of duty, work schedules, time and attendance, overseas tours and restrictions, obligations, return rights, telework, Federal Employee's Compensation Act, oversight of Workman's Compensation and Return to Work initiatives); (3) Writing Recommending changes to existing civilian personnel policies or regulations in compliance with merit principles and negotiated agreements; (4) Conducting Participating in projects and/or studies to evaluate and recommend ways to improve the effectiveness and efficiency of the organization's operations.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
