The primary purpose of this position is to serve as the Direct Reporting Unit (DRU) principal point of contact and liaison for activities related to providing management, operation of (includes problem resolution), support to organizations and oversight of the Defense Travel System (DTS) and Reserve Travel System (RTS).

Duties

Researches, interprets and provides guidance to ODTAs and to FMF staff on provisions of statutes, precedent decisions, regulations, and policies of the Comptroller General of the United States; Joint Travel Regulations; DoDI 5154.31 Department of Defense Financial Management Regulations Volume 9; various agency designated supplements; and directives from higher headquarters. Assists ODTAs and approving officials in examinations of vouchers, travel pay documents, and troubleshooting. Examines and verifies for adequacy, legality propriety, and completeness a full range of authorizations and vouchers and documentation for travel and travel related expenses. Provides customer service in person and by telephone. Acts in an advisory capacity to over 90 ODTAs within HQ USFA, 10 ABW, and tenants. Conducts all Defense Travel System training. Updates all training materials as needed. Provides required training for assigned ODTAs, approving officials, and under special circumstances, conducts individual customer training to ensure continuity within organizations using DTS.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-06, or equivalent in other pay systems. Examples of specialized experience includes in-depth knowledge of the implementation, planning and organizing, directing and coordinating of the Defense Travel System and sufficient knowledge and experience of RTS to retrieve records. Knowledge of a body of standardized rules, instructions, and regulations to determine charges, entitlements, and correct procedural course of action. Extensive knowledge of travel regulations, policies, and procedures to include the JFTR/JTR. Knowledge of complex procedures and rules concerning payment of government claims and comprehensive financial and accounting processes and procedures. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-06 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledgeable of travel processes related to the automated Defense Travel System and Reserve Travel System. Knowledge of manual processes also related to processing and computing entitlements for travel pay and related actions. Includes extensive knowledge of travel regulations, policies, and procedures. Knowledge of complex procedures and rules concerning payment of government claims (e.g. travel, HHG, etc.), and comprehensive financial and accounting processes and procedures. Skill in performing arithmetic computations. Ability to interpret and apply complex regulations and procedures related to voucher examining; AND Ability to gather, analyze, and present facts. Ability to communicate orally and in writing. Knowledge of the provisions of the Privacy Act of 1974, as amended, and covered by applicable AFI's. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
