Duties

Serves at the Deputy Assistant Director for the Reentry Services Division (RSD) in the Federal Bureau of Prisons (BOP), an organization charged with the care, custody, and corrections of offenders and staffed by professional, technical, administrative, supervisory, and managerial employees housed in Federal correctional facilities. Provides direction for the BOP's National Reentry Affairs efforts, including strategy development, staffing and resource recommendations, and oversight of outreach efforts at the national level which includes collaboration with other Department of Justice (DOJ) entities, U.S. Probation and the Federal Courts, as well as numerous other federal, state, and local agencies. Prepares position papers, reviews research, and advises the AD regarding strategies to facilitate successful reintegration of offenders into the community, to include home confinement and others community placement strategies. Assist in the development and issuance of service-wide policy guidelines for the implementation and operation of the assigned functions and programs throughout the BOP, and for providing advice and technical assistance to regional staff and, through them, to institution managers. Responsible for correspondence generated in response to public, congressional, and intra-governmental concerns for the AD. Along with all other correctional institution employees, incumbent is charged with responsibility for maintaining security of the institution. The staff correctional responsibilities precede all others required by this position and are performed on a regular and recurring basis.

Qualifications

To be considered for the position, you must meet the following qualification requirements: Education There is no substitution of education for specialized experience for this position. Experience You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level in the normal line of progression for the occupation in the organization. Specialized experience is directly related experience that included substantial involvement with a correctional program and provided a thorough knowledge of correctional techniques, or experience in meeting and dealing with people that demonstrated the ability to work effectively with inmates and associates in a correctional environment. Experience must have also demonstrated the ability to perform supervisory or administrative duties successfully. This includes: (1) understanding the problems of custody, treatment, training, and release of inmates of penal or correctional institutions; (2) a thorough and comprehensive knowledge of an institution's internal policies, programs, regulations, and procedures; and (3) training subordinates, coordinating and directing activities and functions, evaluating performance of operations and the effectiveness of programs, and maintaining high standards or work objectives. This experience must have been gained in an administrative position, or in other positions that included the successful direction, or assistance in the direction of, an entire correctional program or a major phase of such a program. Some examples of this qualifying experience are: Experience assisting in developing plans, programs, and top-level policies for the management of Residential Reentry contracts nationwide, as well as contracts implemented through Inter-Governmental Agreements. Experience ensuring the unique needs of special populations are appropriately addressed. Special populations to include, but not limited to female offenders, services provided includes identification, classification, programming and reentry planning for these populations. Experience is establishing appropriate methods of operation in each functional area to ensure program integration and coordination with other divisions. Experience assisting in managing and monitoring jail/detention bed space management and population flow from jails into the Bureau of Prisons. If applicable, credit will be given for paid and unpaid experience.
