This position is within the Department of Health and Human Services (HHS), Food and Drug Administration (FDA), Office of Commissioner (OC), Office of Digital Transformation (ODT), Office of Information Security (OIS) located in North Bethesda, Maryland. Office of Information Security, provides near real-time cybersecurity capabilities and risk management methodologies to protect sensitive data and information systems in support of the U.S. Food and Drug Administration's public health mission.

Duties

Serves as a IT Specialist (INFOSEC) Foreign Travel Technical Support Specialist. Prepares information technology equipment to support travel requests. Identifies any malware or other cybersecurity risks present on information technology assets. Re-images computers to prepare them for future travel and re-stocks information technology assets. Communicates with travelers to understand and meet their information technology support requirements. Performs forensics examinations of returned equipment.

Qualifications

The position of Information Technology Specialist (Security) falls under the 2210 occupational series. To qualify for this position at grade GS-11/12, you must meet Time-in-Grade requirements by 11:59 pm EST on 09/29/2023. Basic Requirements Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. Requirements: GS-11: Have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree. (Transcript and/or foreign evaluation is required from a accredited or pre-accredited institutions) OR EXPERIENCE: IT-related experience demonstrating EACH of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. AND Minimum Qualifications: Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. The specialized experience must demonstrate one year of full-time work experience , or the equivalent if part-time (for example, an employee working 20 hours per week for a 12-month period should be credited with 6 months of experience.) Experience may have been obtained in either the federal service or its equivalent with state or local government, the private sector, or nongovernmental organizations. GS-11: You must possess 1 year of specialized experience equivalent to the GS-09 in the Federal service that includes experience: preparing information technology equipment for customers; communicating with external and internal stakeholders regarding their information technology needs/requirements; and providing information technology technical support to customers. GS-12: You must possess 1 year of specialized experience equivalent to the GS-11 in the Federal service that includes experience: preparing information technology equipment for customers undertaking foreign travel; communicating with external and internal stakeholders regarding information technology equipment requirements associated with foreign travel; and providing technical support to customers during foreign travel. All qualification requirements must be met by 11:59 pm (Eastern Time) on 09/29/2023. FOREIGN EDUCATION
Applicants using part, or all of their education completed outside of the U.S. to meet the qualification requirements, must have their foreign education evaluated by an accredited organization to ensure that the foreign education is comparable to education received in accredited educational institutions in the U.S. We will only accept the completed foreign credential evaluation.

To be acceptable, the foreign credential evaluation must include/describe at a minimum, the following information: (1) The type of education received by the applicant; (2) The level of education in relation to the U.S. education system, and state that its comparability recommendations follow the general guidelines of the International Evaluation Standards Council; (3) The content of the applicant's educational program earned abroad, and the standard obtained; (4) The status of the awarding foreign school's recognition and legitimacy in its home country's education system; and (5) Any other information of interest such as what the evaluation service did to obtain this information, the qualifications of the evaluator, and any indications as to other problems such as forgery. Note: Some positions require the completion of specific courses or a specified number of credit hours. Therefore, the foreign credential evaluation should provide information similar to that of an official transcript, to include a list of the courses taken, quarter and/or semester hours awarded, the cumulative grade point average (GPA), honors received, if any, date degree awarded.
