Duties
Provides advice and counsel to BLM, DOI Solicitors Office, other Federal agencies, State/local authorities, general public, professional land surveyors, engineers, lawyers, and land title interests involving complex land survey situations.
Serves as the final signing approval and has total responsibility for surveys and re-surveys of all Federal interests on public lands and lands held in Trust.
Develops and maintains policies and issues supplemental administrative guidelines and technical procedures for geographic sciences.
Maintains a contiguous relationship and liaison with the state office organization, the public, and with other government agencies on all matters involving major cadastral survey program considerations.
Responsible for the technical and administrative supervision of a large and complex staff of Professional, Technical, and Administrative staff.

Qualifications

In addition to meeting the education requirement, you must possess one (1) full year of specialized experience at or equivalent to the GS-13 level that is equivalent in difficulty and complexity as indicated by the following examples: (1) leading and/or authorizing all cadastral/mineral survey programs according to law, technical, or administrative standards; (2) managing cadastral survey program budgets and workloads as a supervisor; (3) managing complicated cadastral survey or resurvey projects with wide latitude for exercising independent judgment; and (4) representing the organization to the public and other government agencies on cadastral survey matters or land status topics.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Physical Demands: The work requires long periods of sitting, intense concentration with frequent interruptions. The incumbent is required to drive a government motor vehicle or fly as a passenger in commercial aircraft when visiting potential or actual survey sites or attending meeting or conferences. Visiting survey sites requires hiking and climbing.
Work Environment: The work area is inside an office type environment, with occasional trips to the field.
Education
This position has a positive education requirement which requires that you have the following:
A. Successfully completed a 4-year bachelor's degree: land surveying; or civil engineering with a surveying option/emphasis. The civil engineering major must have included at least 6 semester hours of surveying, 3 semester hours of land law, and 21 additional semester hours in any combination of the following: surveying, photogrammetry, geodetic surveying, geodesy, route surveying, remote sensing, cartography, survey astronomy, land information systems, computer-aided mapping, aerial photo interpretation, and survey analysis and adjustments. I will provide a copy of legible transcripts.
OR
B. Combination of education and experience -- courses equivalent to a major in land surveying or civil engineering as described above, plus appropriate experience or additional education. I will provide a copy of legible transcripts.
OR
C. Have a current registration as a land surveyor in a State, territory, or the District of Columbia obtained by written examination. Such registration must have been obtained under conditions outlined in the National Council of Engineering Examiners (NCEE) Unified Model Law for Registration of Surveyors. I am willing to show evidence of registration based on successful completion of the written examinations. Registrations granted prior to adoption of a registration law with qualification requirements equivalent to the NCEE Model Law by the State, territory, or District of Columbia are not acceptable under this option. I will provide a copy of my registration.
