This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.
Duties
The duties of the Senior Psychology Program Manager include but not limited to:
Collaborating with all disciplines in leadership, working with BHS broadly, supporting the integration of Psychology with other disciplines
Advocating for the discipline of Psychology within the service
Supporting other Psychology leaders, developing future Psychology leaders
Oversight of Psychology education within BHS.
Collaborating with Medical Services throughout GCVHCS in the provision of comprehensive care.
Provides oversight and technical assistance to Behavioral Health Program Leaders on performance measures across the service (i.e. SAIL, PDSI, HEDIS, etc.)
Promotes Quality Improvement principles and activities across the service (attends service-level Quality meeting)
Serves as a champion for National Directives related to patient care (i.e. same-day access to care, suicide prevention, etc.)
Working with the broader community - not just within GCVHCS, but also outside VA
Facilitates a regular Psychology Community meeting and promotes activities that develop a stronger sense of community for all Psychology professionals throughout the service.
Is responsible for oversight of psychology pertinence review process (FPPE/OPPE).
Ensures that all clinical programs provide the level of care directed by the Uniform Mental Health Services Handbook.
Directing and/or coordinating the delivery of a complex variety of clinical and counseling psychological services, which includes but is not limited to:
(a) Psychological evaluations including neuropsychological assessments and the assessment of psychological factors in medical disorders.
(b) The full range of psychotherapeutic approaches, a variety of new and emerging Evidence Based Psychotherapies (EBP) and psychophysiological interventions/biofeedback, with individuals, groups and families.
(c) Development of treatment plans.
(d) Development and evaluation of new clinical programs.
(e) Conduct of psychological research.
(f) Maintenance, storage and disposal of psychology testing, research or other relevant psychology related records.
Serving as a consultant to Medical Center management and Service Line managers to assess the need for psychological services and the resources required to meet those needs.
Participating in decisions concerning budget, business planning and resource allocation of psychological assets.
Ensuring that all professional activities of the discipline are carried out in accordance with the highest ethical standards of the profession and are in compliance with all VA rules and regulations related to the profession, and with state or national professional organization guidelines and regulations.
Establishing, directing and maintaining oversight of required Scope of Practice policies for all unlicensed psychologists as required by CAVHS and Joint Commission and/or CARF policy and standards.
Maintaining, directing and oversight of the Psychology Fund Control Point (FCP). The incumbent is responsible for establishing funds within the CAVHS budget and for the appropriate distribution of the funds per CAVHS and VA policy. The psychology FCP will provide for appropriate psychology testing, training and treatment material and for payment for all APPIC and APA accreditation fees and dues.
Assessing practice trends, disseminating information on best practices, and recommending the establishment of new clinical care programs as needed
Recruiting for potential psychologist candidates for hire. This includes reviewing the credentials of such candidates for employment during the recruitment and selection process in collaboration with Line Managers, to ensure compliance with the Veterans Health Administration (VHA) qualification standards, and making recommendations for Psychologists to be hired.
Participating in the selection process, and making recommendations for existing and new appointments and promotions.
Identifying developmental and training needs of the psychology staff, and recommending needed development and training.
Directing the psychological testing activities and the purchase, maintenance, and control of psychological tests and supplies; electronic and other test access and usage; and the maintenance, retention, appropriate disposition, and confidential security of psychological test records and data, in accord with ethical, legal, and VA standards, rules, and regulations.

Qualifications
Basic Requirements:
United States Citizenship - Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
English Language Proficiency Requirement - Per VA Handbook 5005, Part II, Chapter 3, Section A, Paragraph 3j: No person will be appointed under authority of 38 U.S.C., chapter 73 or 74, to serve in a direct patient-care capacity in VHA who is not proficient in written and spoken English.
Education Requirement -You must have a doctoral degree in psychology from a graduate program in psychology accredited by the American Psychological Association (APA), the Psychological Clinical Science Accreditation System (PCSAS), or the Canadian Psychological Association (CPA) at the time the program was completed. The specialty area of the degree must be consistent with the assignment for which the applicant is to be employed.
OR
Have a doctoral degree in any area of psychology and, in addition, successfully completed a re-specialization program meeting both of the following conditions:
a) the re-specialization program must be completed in an APA or a CPA accredited doctoral program; and
b) the specialty in which you were retrained is consistent with the assignment you are am applying for;
OR
Have a doctoral degree awarded between 1951 and 1978 from a regionally-accredited institution, with a dissertation primarily psychological in nature.
Internship Requirement -You must have successfully completed a professional psychology internship training program that was accredited by APA or CPA at the time the program was completed and that is consistent with the assignment for which the applicant is to be employed;
OR,
New VHA psychology internship programs that are in the process of applying for APA accreditation are acceptable in fulfillment of the internship requirement, provided that such programs were sanctioned by the VHA Central Office Program Director for Psychology and the VHA Office of Academic Affiliations at the time that the individual was an intern;
OR,
VHA facilities that offered full-time, one-year pre-doctoral internships prior to PL 96-151 (pre-1979) are considered to be acceptable in fulfillment of the internship requirement;
OR,
Applicants who completed an internship that was not accredited by APA or CPA at the time the program was completed may be considered eligible for hire only if they are currently board certified by the American Board of Professional Psychology in a specialty area that is consistent with the assignment for which the applicant is to be employed. (NOTE: Once board certified, the employee is required to maintain board certification).
OR
Applicants who have a doctoral degree awarded between 1951 and 1978 from a regionally-accredited institution with a dissertation primarily psychological in nature may fulfill this internship requirement by having the equivalent of a one-year supervised internship experience in a site specifically acceptable to the candidate's doctoral program. If the internship experience is not noted on the applicant's official transcript, the applicant must provide a statement from the doctoral program verifying that the equivalent of a one-year supervised internship experience was completed in a site acceptable to the doctoral program.
Licensure: Candidates must hold a full, current, and unrestricted license to practice psychology at the doctoral level in a State, Territory or Commonwealth of the United States, or the District of Columbia.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations:
In additional to meeting the basic requirements as stated above, you must have the following:
Senior Psychologist Program Manager, GS-15
(a) Experience. At at least four years of experience as a professional psychologist, with at least one year equivalent to the GS-14 grade level. To receive credit, you must list hours worked per week and demonstrate your experience in your resume.
(b) Demonstrated Knowledge, Skills and Abilities. In addition to the experience, the candidates must demonstrate the following KSAs in their resume:
Skill in managing and directing the work of large, complex organizational units and in applying effective management practices.
Skill in persuasion, negotiation, and motivation to negotiate multiple program policies.
Skill in interpersonal relationships in dealing with employees and other managers using advanced consultation and problem solving skills.
Skill in the application and analysis of measurement tools to systems issues.
Ability to balance responsibilities in a complex environment and to work with great autonomy; ability to set priorities and delegate tasks, meet multiple deadlines, analyze complex organizational problems; and ability to develop and implement effective solutions for those problems.
Ability to assess need for basic and complex services across multiple programmatic contexts.
Ability to coordinate the efforts of multiple program elements across a complex system.

The full performance level of this vacancy is GS-15.
Physical Requirements: Work is sedentary but also demands: Light lifting/carrying (under 15lbs); Use of fingers; Both hands/legs required; Walking (2 hours); Standing/Repeated bending (1 hour); Near vision correctable at 13" to 16" to Jaeger 1 to 4; Far vision correctable in one eye to 20/20 and to 20/40 in other.
