This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serve as a cartographer providing a professional knowledge base of cartography and photogrammetry including the mathematical, geographic, and scientific basis for design, evaluation, and construction of maps, surveys, and digital GIS in support of District Real Estate and USACE.
Duties
Serve as Real Estate Division's technical expert for representing the district's cartographic and GIS interests, coordinating with counterparts in other district elements.
Create scope of work and serve as project delivery team member for contracting out for land descriptions, surveys, and other information such as photogrammetry, remote sensing, global positioning systems (GPS) data, and record documents.
Prepare real estate civil and military project maps, segment maps, individual ownership maps and plats.
Prepare legal land descriptions for use in instruments of conveyance and out grant documents.
Create and manage cartographic products in an enterprise and web GIS environment.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Temporary Duty Travel (TDY) of 25% or more.

Basic Requirement for CARTOGRAPHER
Degree: Bachelor's degree (or higher degree) in cartography, or a degree with a major that included or was supplemented by at least 30 semester hours in cartography and/or directly related science, and related mathematics. Such course work includes, but is not limited to, cartography, astronomy, geodesy, photogrammetry, physical and geological oceanography, computer science, land surveying, geophysics, physical geography, and remote sensing. The 30 semester hours must have included at least 6, but no more than 15, semester hours of college level, non-business mathematics or statistics (i.e., college level algebra, trigonometry, calculus, or scientific mathematics or statistics requiring equivalent college-level courses as prerequisites).

B. Combination of Education and Experience: Courses equivalent to a major in cartography, or a major that included or was supplemented by at least 30 semester hours in cartography, and/or directly related science, and related mathematics, as shown in A above, plus appropriate experience or additional education.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
GS-07 Experience Requirement
I have one year of specialized experience equivalent to the GS-05 grade level in the Federal service which includes: 1) Assisting with design creative digital mapping products for geographic and scientific projects relating to construction design, surveys, land management, in support of District Real Estate objectives.
OR
I have successfully completed one full academic year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such course work includes, but is not limited to, cartography, astronomy, geodesy, photogrammetry, physical and geological oceanography, computer science, land surveying, geophysics, physical geography, and remote sensing. (Note: You must attach a copy of your transcripts.)
OR
I am claiming Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in B above. Superior Academic Achievement is based on: (1) Class Standing - You must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR (2) Grade-Point Average (G.P.A.) - You must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; OR? (3) Honor Society Membership - You may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achsnatl.org/). Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages
GS-09 Experience Requirement:
I have one year of specialized experience equivalent to at least the GS-07 grade level in the Federal service which includes: 1) Preparing information for design creative digital mapping products to include geographic and scientific projects relating to construction design, surveys, land management, in support of District Real Estate objectives. AND 2) Developing intuitive geospatial web applications for projects and train others on their use.
OR
successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as cartography, astronomy, geodesy, photogrammetry, physical and geological oceanography, computer science, land surveying, geophysics, physical geography, and remote sensing.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
GS-11 Experience Requirement:
I have one year of specialized experience equivalent to at least the GS-09 grade level in the Federal service which includes: :1) Designing complex digital mapping products for geographic and scientific projects relating to construction design, asset management, surveys, land management in support of District Real Estate objectives. AND 2) Developing existing geospatial web applications for projects and training others on their use. AND 3) Creating basic legal descriptions for real estate mapping products.
OR
Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: cartography, astronomy, geodesy, photogrammetry, physical and geological oceanography, computer science, land surveying, geophysics, physical geography, and remote sensing.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.
