The Office of the Director of National Intelligence (ODNI) Chief Operating Officer (COO) administers the Director of National Intelligence (DNI's) vision and direction to the ODNI enterprise. This includes synchronizing policy, plans, procedures, and cross-functional issues. The COO oversees all ODNI business operations, including such areas as human resources, diversity & inclusion, finance and budget, information technology, security, facilities, and information management.
Duties
Lead, direct, and manage the application of high-level research methods, analytical techniques, and other methodologies in order to develop analysis that informs program and resource and allocation process for the ODNI.
Oversee, manage, and guide the development of systems analysis and statistical methods to assess current and proposed programs and propose alternative courses of action or solutions to promote improved functionalities.
Lead and manage the development and coordination of ODNI regulations to improve and standardize financial management processes and procedures to improve the quality of financial reporting in the IC.
Lead, plan, and apply knowledge of a broad range of systems analysis and statistical methods to assess current and proposed IC programs and make recommendations on how to improve program effectiveness.
Liaise with the Office of the Director of National Intelligence (ODNI) leadership, Office of Management and Budget (OMB), and Congressional oversight committees on financial management issues; participate in and, as required, oversee IC-wide financial management working groups, committees, and meetings.
Lead, initiate, cultivate, and maintain productive with colleagues, and users to analyze systems and operations performance metrics, reporting requirements, and exchange knowledge and leverage information sharing techniques regarding current and proposed programs.
Monitors the development, improvement, and implementation of financial management policies and guidelines and establish performance metrics against IC priorities, policies, and objectives.
Evaluate and advise on organization, methods, procedures, and resources (NIP and MIP where appropriate) programs.
Oversee the preparation of strategic, high complex graphics, computational models/tools on significant issues for the most senior internal and external customers (e.g. policymakers, IC components, Agency executives).
Qualifications
Expert ability to plan, prepare, justify, administer, analyze, forecast, and monitor budget/financial information to ensure cost-effective support of organizations and programs, including conducting budget/financial data analysis and
assessing financial conditions by applying financial principles, policies, methods, techniques, and systems.

Ten or more years of experience leading strategic planning, managing, and directing the successful efforts of a government or private organization/industry.
Master degree preferred; Bachelor's degree or equivalent experience minimum as determined by mission specialty area.
Based on assignment, may require COTR Certification and proven track record as Contracting Officer Technical Representative (COTR).
