The ANM demonstrates leadership in delivering holistic care through collaborative strategies with others (VA Handbook 5005, Part II, Appendix G6), proficiency in decision-making and using the nursing process for complex situations, as well as collaboration by using the group process to solve problems. The focus is on leadership in strategically planning long-term goals for the microsystem (unit, team, or workgroup) that impacts operations or resources.

Duties

The Pueblo Community Living Center (PCLC), falls under the Eastern Colorado Health Care System, and is a free-standing 30 bed long-term care nursing facility in Pueblo Colorado, serving male veterans with a mental health focus. Programs within the PCLC include Adult & Geriatrics, Psychiatric & Gero-psychology, Wound & Ostomy and Hospice Care Services. The ultimate goal of CLC programs is to assist Veterans to achieve the highest practicable level of well-being and function. The Pueblo Community Living Center (PCLC) Assistant Nurse Manager (ANM) is a registered professional nurse who is accountable to the Nurse Manager of the PCLC. He/she facilitates and ensures an environment of zero tolerance to mistreatment, abuse or neglect in any way of a Veteran by an employee; adhering to Medical Center established policies and procedures in cases of alleged or suspected patient or resident abuse and/or neglect. The ANM provides emotional support to patient/families and respects patient's rights and dignity, including privacy and confidentiality. He/she promotes the VA Mission, Core Values, Strategic Goals and Objectives; encourages an environment that fosters employees to perform to their full potential; promotes, creates, demonstrates and ensures a culturally diverse workforce in which the values and needs of all individuals are respected. The Assistant Nurse Manager of the Pueblo Community Living Center 1) Provides leadership in the application of the nursing process to patient care, organizational processes, improving outcomes at the program or service level 2) Provides leadership in identifying and addressing ethical issues that impact patients and staff 3) Manages program resources (financial, human, material, or informational) to facilitate safe, effective, and efficient care 4) Implements an educational plan to meet changing program or service needs 5) Maintains knowledge of current techniques, trends, and professional issues 6) Uses professional standards of care and practice to evaluate programs and/or service activities 7) Uses the group process to identify, analyze, and resolve care problems 8) Coaches colleagues in team building 9) Makes sustained contributions to health care by sharing expertise within and/or outside the medical center 10) Initiates interdisciplinary projects to improve organizational performance 11) Collaborates with others in research activities to improve care. The ANM is a member of the nursing leadership team and provides clinical support to the CLC unit. This includes: working clinically to support the unit by providing Veteran resident care; operating in the Charge Nurse role as needed and providing support to Charge Nurses and Veterans off tour. The ANM functions include: 1) serving as the primary communication link between the Pueblo CLC resident Veterans, team members and nurse manager 2) providing nursing expertise in collaboration with the CLC team members to provide support to each individual Veteran's care plan 3) ensuring that Care Plans are a dynamic tool and that changes are communicated and adhered to by front line staff 4) attending key care meetings 5) working with local and Eastern Colorado teams to provide input, report outcomes and develop action plans related to CLC Quality Measures. The ANM in collaboration with the Nurse Manager assumes responsibility for the day to day operations of the community living center: 1) approval of requests for leave, development and posting of staff work schedules and certification of timecards 2) directing work as well as taking actions necessary to support the mission and efficiency of the service 3) promoting cultural transformation to facilitate a positive home-like environment for the veterans/residents 4) modeling the utilization of evidenced based research 5) assisting with coordination of education programs 6) supporting Minimum Data Set and Restorative Nursing processes 7) acting as a Liaison between the nursing staff, medical and ancillary staff 8) occasionally serving as a Point of Contact for the Pueblo CLC. Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency. In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. Graduate of a school of professional nursing approved by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). The approving official may authorize a waiver of the requirement for ACEN or CCNE accreditation of any degree in nursing provided the college or university has regional accreditation from an accrediting body recognized by the Department of Education at the time of the candidate's graduation and the composite qualifications of the applicant warrant such consideration. In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing. Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia. Preferred Expirience: - 1-2 years management or leadership experience; 1 year CLC, LTC, or equivalent experience. Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade: Nurse I Level I - An Associate Degree (ADN) or Diploma in Nursing, with no additional nursing practice/experience required. Nurse I Level II - An ADN or Diploma in Nursing and approximately 1 year of nursing practice/experience; OR an ADN or Diploma in Nursing and a bachelor's degree in a related field with no additional nursing practice/experience; OR a Bachelor's of Science in Nursing (BSN) with no additional nursing practice/experience. Nurse I Level III - An ADN or Diploma in Nursing and approximately 2-3 years of nursing practice/experience; OR an ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 1-2 years of nursing practice/experience; OR a BSN with approximately 1-2 years of nursing practice/experience; OR a Master's degree in nursing (MSN) or related field with a BSN and no additional nursing practice/experience. Nurse II - A BSN with approximately 2-3 years of nursing practice/experience; OR ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 2-3 years of nursing practice/experience; OR a Master's degree in nursing or related field with a BSN and approximately 1-2 years of nursing practice/experience; OR a Doctoral degree in nursing or meets basic requirements for appointment and has doctoral degree in a related field with no additional nursing practice/experience required. Nurse III - Master's degree in nursing or related field with BSN and approximately 2-3 years of nursing practice/experience; OR a Doctoral degree and approximately 2-3 years of nursing practice/experience. Note regarding MSN degrees: If your MSN was obtained via a Bridge Program that qualifies for professional nursing registration, a BSN is not required. Reference: VA Regulations, specifically VA Handbook 5005, Part II, Appendix G-6 Nurse Qualification Standard. This can be found in the local Human Resources Office. Physical Requirements: This position requires visual acuity, keen hearing, clear distinctive speech, and manual dexterity. This position requires potentially long periods of continued walking, standing, stooping, sitting, bending, pulling, and pushing. Transferring patients and objects may be required. Mechanical inpatient lifts are provided. The incumbent may be exposed to infected patients and contaminated materials and may be required to don protective clothing in isolation situations, operative/invasive procedures, or home settings. The incumbent may occasionally be exposed to patients who are combative secondary to delirium, dementia, or psychiatric disorders. The incumbent must be a mature, flexible, sensible individual capable of working effectively in stressful situations, able to shift priorities based on patient needs. Must complete annual Employee Health requirements as a condition of employment. The incumbent who provides care in home settings or other off-site locations may be required to drive and/or ride in GSA-vehicles.
