The primary purpose of this position is to serve as an Air Mobility Command (AMC) Office of the Inspector General (IG) subject matter expert on the Complaints Resolution Program as outlined in AFI 90-301.
Duties
Manages sensitive inquiries and complaints placed in the Air Mobility Command (AMC) Inspector General (IG) Complaints Resolution Program in accordance with current Department of Defense and Air Force Instructions.
Establishes and oversees Air Mobility Command's Title 10 U.S.C. Section 1034 (Whistleblower Protection-Reprisal and Restriction) Complaint Resolution Program.
Develops and implements major command-wide policies, guidance, and procedures for Complaints Resolution Program.
Manages the MAJCOM Inspector General (IG) official records Freedom of Information Act (FOIA), Privacy Act (PA), and Official Use Request (OUR) programs.

- Experience conducting Inspector General Investigations is mandatory.
- Experience writing reports of investigations is mandatory.
- Work may occasionally require travel away from normal duty station on military or commercial aircraft.
- Employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
- Position requires a high degree of discretion in relation to sensitive information.
- Employee must be able to acquire and maintain a Secret security clearance in order to fully perform the duties and responsibilities of the position.
- Employee is required to complete the SAF/IGQ Inspector General Training Course (IGTC) no later than 90 days after selection if not previously attended.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, General Inspection Investigation Enforcement and Compliance Series 1801.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge of investigative techniques and relevant legal framework; skill to apply knowledge and advise installation-level IGs in a variety of difficult and sensitive investigations of complaints and inquiries; skill to interpret laws or regulations and develop guidelines in areas where methods and principles are questioned or challenged; and skill in negotiating and resolving unprecedented, broad, difficult, or complex problems in a wide range of programs and subjects. Extensive knowledge of DoD, Air Force, MAJCOM, and Wing organizational structure, operations, and policies; and mission responsibilities of their many diverse organizational entities. Expert knowledge of the IG Complaint Resolution Program system of record database, the Automated Case Tracking System (ACTS). Knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Thorough, current knowledge of Air Force organization, functions, authorities, and lines of command. Knowledge must cut across the entire spectrum of Air Force organization, programs, procedures, operations, and management.
Comprehensive knowledge of Depart of Defense (DoD) , Air Force, and Air Mobility Command Inspector General, administrative and investigative concepts, policies, procedures, techniques, practices, rules of evidence, and fraud, waste and abuse.
Knowledge of the Air Force Inspection System and functional requirements to conduct continual evaluation of installationlevel Complaint Resolution Programs.
Ability to process Inspector General complaints; analyze complex cases to identify relevant issues or challenges; ability to evaluate credibility of evidence; interpret legal and regulatory guidelines; synthesize facts; resolve conflicting testimonies and physical evidence; draw sound investigative conclusions; and make appropriate recommendations to lower and higherlevel Inspectors General.
Ability to work independently and as a member of a team; plan, organize work to meet organization objectives and deadlines.
Ability to meet and successfully engage, brief, and communicate with military and civilian officials at all levels of the Department of Defense.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
